Research On The Problems And Countermeasures Of Rural Grassroots Consultative Democracy Practice

The socialist consultative democracy with Chinese characteristics has profound significance in realizing the modernization of China’s governance capacity and governance system,and comprehensively building a socialist modernized country.It is a unique form of democratic politics in China.The report of the 20 th National Congress of the Communist Party of China clearly states that "comprehensively develop consultative democracy,promote the extensive and multi-level institutionalized development of consultative democracy," which points out the direction for China’s development of socialist consultative democracy.According to the instructions and requirements of the Central Committee of the Communist Party of China,focusing on the implementation of the major strategy of rural revitalization,combined with the important significance of carrying out consultative democracy practice at the grassroots level in rural areas,exploring how to better play a positive role in rural grassroots consultative democracy and promote the upgrading of rural governance,it is still necessary to continue to actively explore and conduct in-depth research on rural grassroots consultative democracy.In order to further understand the practical issues of rural grassroots consultative democracy and help it continue to develop well,research methods such as questionnaire survey,semi-structured interviews,and case analysis were used.The research object was the rural grassroots consultative democracy practice in Y Village,J City.Public choice theory and the whole process people’s democracy theory were used to identify the existing problems in the practice of consultative democracy and analyze the causes in the rural grassroots environment.Through research,it has been found that although Y Village in J City has significantly improved its rural grassroots consultation democracy practice in terms of village environment,villagers’ customs,conflict mediation,and village development,there are still problems with Y Village’s grassroots consultation democracy practice,such as low participation,weak political participation awareness,poor negotiation literacy,and insufficient external supervision.The paper analyzes the reasons for the lack of economic support,inadequate construction of institutional procedures,and weak points in the promotion of consultative democracy.It proposes measures such as improving institutional procedures,improving economic security,consolidating talent foundation,strengthening Party leadership,strengthening publicity and education guidance,enhancing village level cadres,strengthening rural grassroots supervision and assessment,and exploring "cloud consultation" at the grassroots level in rural areas to further enhance the quality and effectiveness of rural grassroots consultative democracy practice,Effectively promote the rapid development of rural regional economy,society,and culture,and ensure the smooth implementation of the great strategy of rural revitalization.
