Exploration And Reflection On The Construction Of Consultative Democracy System Of The Chinese People's Political Consultative Conference At The Grassroots Level

The CPPCC is an important part of China's political system and a unique form of political organization.The Chinese people's Political Consultative Conference is an organization of the Chinese people's patriotic united front,an important organization of multi-party cooperation and political consultation under the leadership of the Communist Party of China,an important form of promoting socialist democracy in China's political life,an important part of the national governance system,and an institutional arrangement with Chinese characteristics.Deliberative democracy is the unique form and advantage of socialist democracy in China.The 18 th National Congress of the Communist Party of China proposed that in the process of developing China's socialist democracy,we should improve the deliberative democracy system and working mechanism,and promote the development of deliberative democracy in a wide range of multi-level systems.In recent years,around the promotion of CPPCC consultative democracy,the fifth Nanyang CPPCC has made a lot of explorations and achieved some results,but there are also some problems.The analysis of consultative democracy of Nanyang CPPCC can provide basic cases for the study of consultative democracy system of CPPCC.This paper is divided into five parts,the first part is the introduction,which introduces the background and significance of the topic,research ideas and methods,domestic and foreign related research review.The second part is the theory and practice of CPPCC consultative democracy,focusing on combing the theory of CPPCC and the theory of consultative democracy.The third part is the exploration of consultative democracy of the five Nanyang CPPCC,focusing on the exploration and working characteristics of consultative democracy of the five Nanyang CPPCC.The fourth part of the fifth Nanyang CPPCC consultative democracy in the work of problems and causes analysis.The fifth part is the suggestions to improve the consultative democracy of the grassroots CPPCC.Based on the above analysis,it puts forward to strengthen the top-level setting,establish and improve the legal system of the CPPCC,strengthen the institutionalization and standardization of the democratic consultation of the CPPCC,strengthen the construction of the members' team,improve the quality of the members and the ability to discuss politics,fully mobilize social forces,and enhance the social participation of the consultative democracy of the CPPCC There are five pertinent suggestions,such as upgrading the service guarantee capacity of CPPCC organs and strengthening the service guidance for the members to perform their duties...
