The Coordination Between Cppcc Consultation And Grass-roots Consultation:An Analysis Of The New Path Of Community Governance

Since the 19th National Congress of the Communist Party,the new pattern of social governance of "co construction,co governance and co sharing" has been established in China,and the situation of multi governance requires an effective grass-roots consultation system.In recent years,the government has also attached great importance to the connection between the CPPCC consultation and the grass-roots consultation,especially how the CPPCC,as a special consultative body,can use its "housekeeping skills" to integrate into the grass-roots governance.Under the above-mentioned background,this paper explores the new path of community governance from the connection of CPPCC consultation and grass-roots consultation.This paper takes H community in Shanghai as a case study.H community is a cross district Lane Street located in the center of Shanghai.There are 3663 residents in 3 residential areas and 7 communities along the street,22 merchants and 2 old service organizations.The non municipal roads in the community are narrow,and there are many hidden dangers of people and vehicles mixed,and the traffic police have no administrative law enforcement power,forming a Governance Dilemma of "three no care".On the basis of the theory of consultative democracy,through the methods of literature collection,interview,observation and questionnaire survey,the paper has conducted an effective connection between the CPPCC consultation and the grass-roots consultation in the form of project-based cooperation with the help of the CPPCC.Through the connection of the consultation platform,main body and mechanism,and use professional methods of community social work,such as resource linking,promoting community residents’ participation and improving residents’ ability,the grass-roots consultation autonomy system and the autonomous organization "road management committee" have been established,Through the "road management committee",it has made a breakthrough in community governance and achieved results.It not only solved the "old and difficult" problems of its own community,but also provided an attempt and a model for exploring a new path of community governance.With the implementation of the "road management committee" project of H community,the feasibility of promoting the effective connection between the CPPCC consultation and the grass-roots consultation by means of project-based cooperation has been verified.Moreover.Through the research,the author summarizes the practical scheme of the new path of community governance under the connection of the CPPCC consultation and grass-roots consultation: first,lock the real needs of the community through policy support;Second,CPPCC "experts" help grass-roots "projects" give play to the professional efficiency of consultation;Third,through the effective connection of the two consultations,we can stimulate the endogenous forces of grass-roots governance,so as to form grass-roots autonomous organizations and autonomous systems;Fourth,we should constantly improve the ability of grass-roots self-government negotiation through negotiation.Since the CPPCC is widely distributed throughout the country,it also provides new ideas,new models and certain operability for other community governance.
