Research On Rural Grass-roots Consultative Democracy From The Perspective Of Governance Modernization

Socialist consultative democracy is an important way to achieve the leadership of the Party,a unique form and unique advantage of China’s socialist democracy,and an important embodiment of the entire process of people’s democracy.Agricultural and rural areas are the foundation of China’s economic and social development,and also the bottleneck and weakness of China’s Chinese path to modernization.The level of rural governance is directly related to the level of national governance and social stability and harmony.Especially in the significant transition period of political and economic development,how to do a good job in rural grassroots consultative democracy is of great significance for the effective governance of rural society and the implementation of rural revitalization strategies.Especially with the continuous improvement of China’s urbanization level,the degree of "hollowing out" in rural areas continues to increase.On the other hand,the interests of farmers continue to diversify.How to better meet the growing needs of farmers for a better life through the construction of rural consultative democracy has become an important task.This article focuses on the practice of consultative democracy at the grass-roots level in rural areas from the perspective of governance modernization,and is divided into five chapters.The first chapter is the introduction part of the article,summarizing the research background,sorting out the significance of the research,summarizing the research results at home and abroad,discussing the innovation and shortcomings of this article,and introducing the research methods used in this paper.The second chapter expounds the concept of grassroots consultative democracy and the concept of governance modernization,and explores the relevant theoretical basis.The third chapter studies typical cases of rural grassroots consultative democracy in W Town,Changqing District,mainly including the main practices of 3+ABC consultative democracy in S Village,1+7+X consultative democracy in L Village,and the main practices of "Eight Step Discussion" consultative democracy in X Village.The fourth chapter is based on the typical case of W Town,exploring and analyzing the problems and causes of rural consultative democracy.The fifth chapter attempts to explore the feasible path of strengthening rural grassroots consultative democracy construction from the perspective of national governance modernization.
