| Off-campus training institution with the support of national policy,to cater to students and parents to foster interest in specialty,improve academic achievement,improve the comprehensive quality of demand,the rapid development,has become an important part of the cause of education is the supplement of school education,but in the face of high yield,out-of-school training institutions to market competition is intense,and even produce disorderly competition,There are many problems of non-standard schooling,which affect the interests of students and parents,and disrupt the order of the market itself.Yuncheng before the national arrangement,early action to standardize the consolidation,training institutions took many measures to regulate,introduced detailed examination and approval and management regulations,standardize the off-campus training institutions of market development,has achieved obvious effect,but in standardization development still exist a series of problems to be solved is perfect,especially need government policies for effective regulation.Taking Yuncheng City as an example,this paper studies the standardized development of off-campus training institutions from the perspective of government supervision on the basis of interviews and investigations,and puts forward corresponding countermeasures and suggestions for standardized development.The first part of the research background,significance and purpose,a brief description of the current situation of domestic and foreign government regulation,the purpose and content of research,and the use of literature research,visiting research method,inductive deductive method and other methods,the external training organizations,government regulation and standardization development related concept is defined,This paper briefly introduces the public goods theory and market failure theory which will be used in this paper.The second part describes the scale and characteristics of the standardized development of off-campus training institutions in Yuncheng City,and states the current supervision status of Yuncheng City from the aspects of supervision responsibility,setting standards,supervision methods and approval process.The third part from the school first behavior is not standard,internal management is not standard,infringe upon public education development analysis of the existing problems in the development of standardization training institutions outside and puts forward five aspects reasons,from two aspects of external links and self building again pointed out the problems existing in the supervision,and points out the shortage and regulatory responsibilities of supervision two reasons are not clear,In the fourth part,eleven corresponding regulatory countermeasures and suggestions are put forward from the aspects of innovating the government regulatory mode,optimizing the government regulatory system and strengthening the self-construction of each party.By analyzing the problems existing in the supervision of Yuncheng city government,this paper puts forward corresponding countermeasures and suggestions,in order to provide reference for other cities to regulate off-campus training institutions. |
