A Study On Government Supervision Of Outside-School Training Institutions In Ruian

In recent years,as a supplement to school education,outside-school training institutions have met the needs of students to develop their interests and carry out diversified learning.However,in the process of rapid development,the problems such as prominent safety hazards,unlicensed operation,over-outline teaching,teaching in advance,strengthening exam-oriented teaching,and incomplete qualifications of teachers are very prominent.In recent years,as the reverse poor,strengthening government regulation,more measures,improve the access standards,register for examination and approval in accordance with the law,regulate the behavior of training,strengthen the supervision and management,government formed a relatively complete regulation system of outside-school training institutions,and obtained a certain regulation effect.however,the regulatory system,regulatory functions,regulatory content and regulation method still has many problems need of the government to solve.This paper takes Ruian city as an example to study the government supervision of outside-school training institutions.The first part is the introduction,which mainly expounds the background and significance of the research,the research status at home and abroad,the research objective,the research content,the key problems to be solved,the research methods to be adopted,the innovation of the research and so on.The second part defines the relevant concepts of the design and expounds the theoretical basis of the research.The third part elaborated the Ruian outside-school training institution present situation.The fourth part expounds the current situation of government supervision of external training institutions in Ruian,which is divided into four aspects: supervision system,supervision function,supervision content and supervision method.After a series of studies,it is found that there are mainly the following problems in the regulatory system,regulatory function,regulatory content and regulatory system:the grid management mechanism is not working well,small range of black and white list;Function division is not clear,supervision subject is not clear;There is a lack of supervision content,supervision content is more general;The supervision method is more simple,law enforcement means to be rich.In view of these problems,this paper puts forward some countermeasures to improve the government supervision system of training institutions outside the school.The government can improve the certification system of examination and approval,such as black and white list,joint formed by related departments and establish supervision appraisal system,such as optimization of regulatory functions,through the reasonable content and gradually increase the regulatory detailed regulatory content to perfect the supervision content,through the joint law enforcement,the progress on a regular basis to strengthen the masses supervision,Innovation drives functional regulation and vigorously promote industry self-discipline supervision way to innovation,to achieve good regulation effect.This paper objectively analyzed the present situation and problems of the government supervision of outside-school training institutions,multi-angle analysis of reasons,and find the countermeasures of perfecting training institutions outside the government supervision system,to better play to the role of government,prompting the government to undertake the principal role of supervision,standardize the outside-school training institutions,promote the healthy development of the outside-school training institutions.
