Abstract/Summary:
With the continuous development of the era of knowledge economy,people are constantly strengthening the cognitive level of the existing education,so the traditional school education can not meet the needs of today’s people.The off-campus training institutions for primary and middle school students can carry out small class teaching and adopt the "one-to-one" teaching mode to meet the teaching needs of different levels,which has become the main factor for the rapid development of the educational institutions in the current era.Along with the development of off-campus education and training institutions,the malevolent competition and the bad phenomenon of disturbing the market of education industry also appear when the scale is expanded.In the face of the growing demand for educational resources and the problems of off-campus training institutions,the government,as the regulatory department,needs to conduct effective supervision on them in time,so as to maintain the healthy and stable operation of the education industry.With the continuous emergence of various off-campus training institutions,the phenomenon of "off-campus training and education upsurge" gradually appeared.However,the illegal running and non-standard development of many private primary and secondary school education and training institutions have caused serious damage to the legitimate rights and interests of students and parents,and affected the development of the education industry,so it is necessary for the government departments and relevant administrative organs to supervise and manage.However,from the perspective of government supervision,the current department management,legal system and supervision system of training institutions outside primary and secondary schools are not perfect,which requires further improvement in this aspect.Therefore,this paper takes the off-campus training institutions of primary and secondary school students in Chongqing as the research object,adopts the methods of questionnaire survey and interview,and combines theory with practice to make an in-depth study of a series of documents issued by Chongqing on standardizing the education and training market,and further discusses the current situation and existing problems of government supervision in the off-campus training institutions of primary and secondary school students in Chongqing.In this paper,government supervision of Chongqing’s off-campus training institutions for primary and secondary school students is discussed.Based on good governance theory,government supervision theory,public product theory and public choice theory,combined with the "double reduction" policy,the actual situation of Chongqing’s off-campus training institutions and the supervision strength of Chongqing government,the current government supervision of Chongqing government is deeply analyzed.This paper argues that the government supervision problems existing in the off-campus training institutions of primary and secondary school students in Chongqing mainly include: poor execution of the work of the supervision departments,unclear and accurate supervision boundaries,inadequate supervision of teaching quality,inadequate supervision of fees,unclear sources of teaching materials,lax control of qualification examination and approval,imperfect exit mechanism,single regulatory means available and opaque information disclosure.The main reasons leading to the problems in government supervision of off-campus education in Chongqing are as follows: Government supervision responsibilities are unclear,tasks are unclear,relevant policies and regulations are not perfect,and the crackdown on illegal school running is not strong.Based on this,targeted optimization measures are proposed to clarify the list of powers and responsibilities of regulatory authorities,improve education and training related policies and regulations,and improve the government’s supervision capacity to solve the problem.In order to promote the healthy and stable development of the off-campus training industry of Chongqing primary and secondary school students and realize the great development of our education cause.
