Study On The Reform Of The Examination And Approval System For Construction Projects In Shantou

The reform of the examination and approval system for construction projects is an important part of promoting the transformation of government function,deepening the reform of "decentralization of service" and optimizing the business environment.Through relaxing the gates for examination and approval of projects can improve the efficiency of examination and approval and stimulate the vitality of market players,thereby creating a low-cost and efficient entrepreneurial environment and promoting high-quality economic development.It is of great practical significance to further solve the issue of the examination and approval system of construction projects,which are serial,separate,tedious,and time-consuming,and to further study the administrative examination and approval system and process of construction projects.This article studies the reform of the examination and approval system of construction projects in Shantou,and finds out problems existing in the reform and analyzes countermeasures to further deepen the whole process and full coverage reform,continue to promote the "decentralization of service" reform,and optimize the business environment.Constantly improve the sense of gain of the masses and market players,and promote the sustainable and healthy development of the economy and society.This article first investigates the background,current status of reform,and progress madein the reform of the approval system for construction projects initiated in Shantou.Since Shantou initiated the reform of the approval system for engineering constructionprojects,through streamlining the examination and approvalprocess,optimizing the approval process,unified research and development system,promoting the examination and approval service,and strengthening the regulations of projects,it not only initially realized reform tasks of "four unifications",greatly improved the approval efficiency,but also integrally enhanced the service level and put regulations in place.Secondly,this article analyzes in depth the problems existing in the process of reforming the approval system of construction projects in Shantou.It concludes that communication and coordination between departments isdifficult,a disconnection between approval and supervision,the "One Netcom Office" has not yet been realized,a heavy responsibility of parallel approval,the "One window Acceptance" not working effectively in administration service hall,the examination and approval ability deficiency,and the intermediary services needs to be improved.These are the seven key issues for further reform.Subsequently,this article selected four areas,including Xiamen,Chengdu,Changsha,and Zhejiang Province,and analyzed its advanced experiences in the process of reforming the approval system of engineering construction projects.It has great inspirationfor Shantou.Finally,in view of the problems existing in the reform of Shantou,it was proposed tochange ideas,implement holistic governance,intensify an effective connection mechanism between approval and supervision,consummate the examination and approval system construction,continue to optimize the approval process,improve the service quality of the administrative service hall,cultivate the professional ability of the examination and approval staff,standardize the intermediary service market and other countermeasures,so as to promote the transformation of government functions to reduce examination and approval,strengthen supervision,and improve service.
