Research On The Reform Of The Examination And Approval System Of Engineering Construction Projects In Zhengzhou

China attaches great importance to the construction of a business environment.Deepening the reform of the examination and approval system of engineering construction projects,reducing the examination and approval threshold of engineering construction projects and improving the efficiency of administrative examination and approval of engineering construction projects will help stimulate the vitality of market players in the construction field,so as to create a business environment with low cost,high efficiency and excellent service,and promote the high-quality development of regional economy.There are many problems in the examination and approval of engineering construction projects,such as too many examination and approval items and links,complex examination and approval process and long time-consuming examination and approval,which seriously affect the examination and approval process of engineering construction projects,and then affect the construction of regional business environment.It is urgent to establish a unified examination and approval process,perfect government services and a sound in-process and post supervision mechanism.However,there are still many pain points and difficulties to be studied and solved in practical work.Firstly,this paper expounds the relevant concepts and the main contents of the reform of Zhengzhou engineering construction project approval system.Then it analyzes the current situation of the reform of Zhengzhou engineering construction project examination and approval system from the two aspects of the achievements of the reform and the existing problems.Since the reform of the approval system of engineering construction projects in Zhengzhou,great achievements have been made through various reform measures: the approval process has been optimized and the approval efficiency has been greatly improved;The establishment of an examination and approval management system and the remarkable improvement of government service efficiency;The supervision system was initially established,and the supervision ability during and after the event was improved.Then it analyzes the problems existing in the reform of the approval system of engineering construction projects in Zhengzhou.Through interviews and field investigations with the approval reform team of engineering construction projects,various approval departments and construction application units,it is found that the approval process has room to be optimized,the government service needs to be improved,and the supervision mechanism needs to be improved during and after the event.These problems are also the key and difficult points in the next step of deepening the reform,The reasons for these problems are that the backward administrative concept has become a barrier to reform,the slow construction of information technology has affected the efficiency of government services,and the imperfect supervision mechanism during and after the event.Finally,in view of the problems existing in the reform process of Zhengzhou City,this paper proposes to continuously optimize the approval process;Improve the quality of the examination and approval team and the ability of government service;To improve the system construction and strengthen the supervision capacity,so as to promote the transformation of government functions to lean approval,strengthen supervision and optimize services,and provide reference for deepening the reform of Zhengzhou engineering construction project approval system.
