Based on the perspective of holistic governance,this paper carries out empirical research with the practice of approval management of construction projects in Area C as a specific scenario,and attempts to use the theoretical tools of holistic governance to solve various "fragmentation" problems in the approval management of construction projects through the analysis of organizational structure,business process,spatial planning,and information platform.This article provides practical experience for enriching and expanding the application scope of holistic governance theory,and can effectively guide grassroots governments to further optimize the approval management of engineering construction projects.It has certain theoretical and practical significance.The innovation of this article is reflected in the novelty of the research field,the innovation of the academic perspective,and the foresight of the solution path.This article mainly uses field research,case analysis,and comparative research methods.Based on the analysis of the current research status at home and abroad,it briefly discusses the relevant basic concepts and theoretical foundations.The empirical research approach follows the main line of "current situation research-problem sorting-cause analysis-empirical inspiration-proposing countermeasures" for multidimensional analysis.In the current situation research section,the organizational structure,business processes,spatial planning,and information platform status in the approval management of construction projects in Zone C were mastered through on-site research.In the part of problem sorting,according to the survey,the problem of fragmentation of organizational structure with numerous departments and difficulties in collaboration,the problem of fragmentation of business processes with mutual constraints and constraints,the problem of fragmentation of spatial planning with planning fights and insufficient applications,and the problem of fragmentation of information platforms with clustered systems and data stacks were extracted.In the part of cause analysis,this paper believes that the main reasons for various types of fragmentation are the division of approval authority,the different pace of reform and the reform of laws and regulations,the non embedding of existing mechanisms and processes,and the construction of hierarchies and lines.In the section of advanced experience inspiration,research and organization were conducted on the operational and replicable reform experiences of regions with high ranking in the World Bank’s "building permit application" business environment and pilot cities in China for the reform of engineering and construction project approval systems.Finally,guided by the theory of holistic governance,this article proposes optimization paths: 1)Organizational structure optimization path: establish a holistic review agency,establish cross departmental partnerships,and cultivate third-party professional forces;2)Business process optimization path: To further strengthen legal protection,it is recommended to introduce or revise upper level laws,administrative regulations of the State Council,and rules of various national ministries in response to the reform.Local regulations formulated at the provincial and municipal levels should be adjusted synchronously;3)Space planning optimization path: Pay attention to the coordinated application of "multi planning in one",establish and improve the coordination mechanism of "multi planning",and endow "multi planning in one" with a rigid grip;4)Information platform optimization path: optimize services based on public demand,attach importance to the quality of online approval services,strengthen data sharing,and break down cross departmental data barriers. |
