Current Situation,Problems And Countermeasures Of The Reform On Approving Construction Projects In Gaogang District Of Taizhou City

Engineering construction projects play an important role in the process of economic and social development,and as the most important index in the evaluation index,it has received much attention.However,there are still many problems in the process of project negotiation,signing,settlement and approval.As many departments participate in the approval process,many approval procedures take a long time,which hinders the implementation efficiency of projects and investment growth at once,and is strongly criticized by the relevant parties of enterprise projects.Since 2018,the state has made a series of adjustments and optimizations to the examination and approval system for construction projects,and carried out pilot reforms nationwide,gradually shortening the time for administrative permission and greatly reducing the procedures for administrative permission.With the reform of the examination and approval system of engineering construction projects,all localities are simplifying and standardizing the project approvals,reducing the examination and approval procedures,and realizing"one-window acceptance".This paper analyzes the approval reform of construction projects in Gaogang District,Taizhou City,Jiangsu Province,based on the research and analysis of relevant theoretical literature at home and abroad,and focuses on the analysis of the current situation and problems in the approval of construction projects in Gaogang District.Centering on the goal of improving work efficiency and reducing the approval time limit,this paper expounds how to pilot the Gaogang District first.By means of group interviews and questionnaires,we summarized and analyzed the problems in the reform process,such as the failure to realize the approval of the whole chain,the long period in the actual approval process,the poor platform sharing,the poor sense of experience,and the low level of service.Based on the problems,the causes of the problems are analyzed,including insufficient power delegation,insufficient information sharing,lack of communication and coordination mechanism and service concept.At the same time,drawing on the advanced experience of reform in Zhoushan,Nanjing and Hongze District,refining the advantageous practices,combining with their own reality,put forward countermeasures for the reform of the approval of construction projects in Taizhou Gaogang District,and constantly promote the reform of the approval of construction projects to achieve results.
