In March 2019,issued by The General Office of the State Council "about to carry out the engineering construction project examination and approval system reform of the implementation opinions",points out Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide,adhere to the people as the center,adhere to the new development concept,to promote the modernization of government management system and management ability as the goal,in order to better facilitate enterprise and masses,We will strengthen the transformation of government functions,step up efforts to streamline administration and delegate more power to lower-level governments,and comprehensively advance reform of the examination and approval system for construction projects.On this basis,various provinces and cities have successively issued opinions on the reform of the approval system for construction projects,and the approval process has been changed from series approval to parallel approval.Through the measures of "four unification" of the approval of construction projects and process reengineering,the approval efficiency of construction projects has been significantly improved in all provinces and cities.Even so,there are still many problems in the concrete implementation process,and the blocking points,pain points and difficulties of the reform still exist.Therefore,taking D City as an example,this thesis makes an in-depth study on the problems existing in the efficiency of the approval system reform of construction projects,explores how to improve the approval efficiency of construction projects,and puts forward feasible measures.Through collecting and sorting,comparing the laws and regulations of the engineering construction project,policy documents,relevant government departments for D municipal engineering construction projects staff in-depth interviews,questionnaire survey,the staff and the enterprise subject to examination and approval and combining in D for examination and approval of the municipal district bureau of work experience,analyzes the D the municipal engineering construction project administrative examination and approval system reform measures,effect and operation status quo,By using the interview method,questionnaire survey method, literature analysis method and observation method,combined with the overall government theory,government process reengineering theory and benchmarking management theory,this thesis analyzes the problems existing in the efficiency of administrative examination and approval of engineering construction projects in D City from the aspects of examination and approval mode,departmental cooperation and e-government.A series of optimization suggestions,such as continuously establishing and improving the legal and regulatory system,establishing a scientific assessment mechanism,promoting the cooperation between departments,and realizing the sharing of examination and approval results,are put forward to provide a reference path for improving the efficiency of administrative examination and approval of engineering construction projects.
