Since the 18 th Party Congress,the Chinese government has focused on the pain points and difficulties reflected by enterprises and the masses,such as difficult and slow work,multi headed running and back and forth,and vigorously promoted the reform of simplifying administration,delegating power,combining decentralization and management,and optimizing services.As one of the important evaluation indicators for optimizing the business environment,the examination and approval service quality of engineering construction projects is the focus of our government’s deepening the reform of decentralization,management and service.At present,China’s engineering construction project approval service mainly takes the unilateral performance evaluation of the government as the main evaluation method,ignoring the direct service object of the enterprise,and can not obtain the quality evaluation of government service from the perspective of "customers",resulting in its evaluation can not form an effective incentive for the reform of engineering construction project approval service.Based on the service-oriented government theory,this paper analyzes the feasibility of using enterprise service quality evaluation to evaluate the service quality of engineering construction project examination and approval through literature review of domestic and foreign scholars on service quality,enterprise service quality evaluation and engineering construction project examination and approval.From the service object of this perspective,through the SERVQUAL evaluation questionnaire excavated tangibles,empathy,responsiveness,and reliability,ensure that the five dimensions of engineering construction project approval service quality evaluation model is set up,and then to liuyang by development zone enterprises as the object of investigation questionnaires to get the data information,the questionnaire reliability and validity test,SPSS and AMOS were used to verify the hypotheses.The analysis shows that the five dimensions of engineering construction project approval service quality all have a positive impact on service quality,which is consistent with the hypothesis of previous research.It is concluded that the key factor affecting service quality of engineering construction project approval is empathy dimension,and the influence coefficient of tangibility dimension is the least.Combined with the current situation of the park,this paper analyzes the causes and puts forward some suggestions,such as providing package examination and approval services,strengthening intermediary management,optimizing evaluation and supervision channels,and strengthening personnel training,to help build a service-oriented government that people are satisfied with.
