A Case Study On Promoting The Reform Of Engineering Construction Project Approval System In Chengdu

Since the reform of the approval system for construction projects is an important practice for the government to further practice "Delegating Regulation and Service",optimize the business environment,and transform into a service-oriented government,the result is related to the efficiency of administrative examination and approval and the investment vitality of market entities,which directly affects the speed and quality of regional economic and social development.In 2018,Chengdu was selected as one of the first pilot cities in China to reform the approval system of construction projects.After four years,it has made remarkable achievements and many reform practices have been promoted nationwide.This paper takes the reform of the approval system of construction projects in Chengdu as the research object,then discusses the theoretical methods of the effect on optimizing the business environment and promoting the high-quality development of the economy and society with strong theoretical and practical significance.Thesis uses case analysis method and survey and interview method to study the main methods of promoting the reform of the approval system of engineering construction projects in Chengdu,that is,the "Four Unified" methods(unified process,unified platform,unified system,unified supervision),so as to achieve the reform goal of improving the approval efficiency and service level.Based on the practice and effectiveness of appellate reform,this paper analyzes the reform logic of Chengdu construction project approval system from the theoretical perspectives of process reengineering,digital empowerment and holistic governance.Firstly,based on the process reengineering analysis,it reconstructs the internal process of the government from the four aspects of reshaping the organizational structure,innovating the service process,reducing the business process and improving the regulatory process,so as to ensure the scientific and efficient process and improve the government administration efficiency.Secondly,based on the overall governance analysis,it emphasizes the coordination of departments and the integration of businesses,so as to break the division of departments and improve the comprehensive governance ability.Thirdly,based on digital enabling analysis,it emphasizes the role of information technology in government services,so as to provide scientific assistance for government decision-making,improve the level of government services,achieve the goal of building an efficient and scientific "service-oriented" government.The results show that reshaping the approval process is a vital means to reform the approval system of construction projects,which needs to fill the gaps and defects in the system through scientific and effective measures to standardize,clear and streamline the cumbersome approval items,and optimize the way of government services.Secondly,the integration of examination and approval functions is a key link in the reform of the construction project examination and approval system,which is necessary to emphasize the communication and cooperation between departments and the three-dimensional integration of business functions,break the dilemma of division of departments,and realize information sharing to improve the governance ability.Thirdly,digital empowerment is a crucial support for the reform of the approval system for construction projects,which is necessary to emphasize the "Internet Plus" approach to assist government services and approval and supervision,so as to make the reform of the approval system for construction projects more scientific and effective.
