Foundation’s Participation In Community Governance Path And Effectiveness Research

In October 2017,the report of the 19 th National Congress of the Communist Party of China clearly proposed " strengthening the construction of community governance system,promoting the shift of the focus of social governance to the grass-roots level,playing the role of social organization,and realizing the positive interaction between government governance and social regulation and residents’ autonomy." As an innovative way to manage the community,the Foundation has great potential to develop community leadership,connect public resources inside and outside the community,mobilize social capital and mobilize public participation.As a result,the Foundation’s involvement in community governance has attracted much attention and has been implemented.At present,the relevant departments of the Chinese government regard foundations as the new force of community governance,so they provide many facilities for foundations involved in community governance.Since 1919,the Cleveland Community Foundation,the world’s first community foundation,has been established in the United States,representing the formal inclusion of the Foundation in the field of community governance.In 2008,the Shenzhen Taoyuanju Public Welfare Development Foundation was established and formed the "Shenzhen Model" in which the foundation participated in community management.Now this model has been successfully promoted in Chongqing and Shanghai and achieved good results.At the same time,this also inspired many other foundations,such as the Ed Foundation,Vanke Foundation and Tencent Foundation have entered the field of community governance.Based on this social fact,this paper discusses the necessity and feasibility of the foundation’s participation in community governance,analyzes the case of the foundation’s participation in community governance,and probes into the path and effectiveness of the foundation’s participation in community governance.It is found that there are five main ways for the foundation to participate in community governance: direct participation,funded participation,multi-subject cooperative participation," Internet public welfare " platform participation,community community participation.Then from the government,social organizations,community,residents of four levels to analyze the foundation’s participation in community governance,and in view of the foundation’s lack of participation in community governance,such as the government’s narrow understanding of charity,the serious tendency of community administration,the foundation’s ability and internal governance and lack of long-term participation mechanism,put forward the construction of modern charitable concept,improve the foundation’s effective participation in community governance policies and regulations,improve the foundation’s comprehensive ability,improve residents’ awareness and ability to participate in community autonomy and other optimization suggestions.
