A Case Study Of Chengdu Wuhou Community Development Foundation’s Participation In Community Governance

It is increasingly difficult for a single government governance model to meet the various problems in the development of community governance,and it is imperative to expand the participation of multiple actors in community governance.In order to improve grassroots governance,in 2017,the Central Committee of the Communist Party of China and the State Council issued the Opinions on Strengthening and Improving Urban and Rural Community Governance,which proposed to "continuously broaden the channels for raising funds for urban and rural community governance,and encourage social funds to be invested in the field of urban and rural community governance through charitable donations and the establishment of community foundations," ushering in a China’s urban and rural community governance comprehensive development of a new era.The 20 th National Congress of the Communist Party of China proposed to: "broaden the channels for various groups at the grassroots level to participate in grassroots governance in an orderly manner,and ensure that people manage grassroots public affairs and public welfare in accordance with the law".Although it has been introduced into China for a relatively short period of time,the development momentum of community foundation is strong and recognized by all parties.At present,most of the community foundations in China are formed by the government’s "top-down" promotion,and they want to solve social governance problems in a "bottom-up" way.The government emphasizes the division of responsibilities among different subjects in grassroots governance,and the use of community foundations to introduce and integrate various services enables residents to receive specialized and diversified services,promotes the beneficial development of social organizations,and helps communities to achieve their functional responsibilities,which greatly promotes the construction of a new system of community governance.As the first community foundation in Sichuan Province,the Wuhou Community Foundation adheres to the model of "government guidance + social operation",focusing on building a platform from the beginning,linking resources to empower communities,responding to residents’ needs with projects,driving regional development with branding,constructing a governance pattern with diversification,and exploring new directions of grassroots governance.This paper analyzes the practices and effectiveness of Wuchow Community Foundation’s participation in community governance by compiling the research results and theories of collaborative governance at home and abroad,and using literature analysis and interview methods.And by analyzing the practices in three dimensions of Wouhou Community Foundation’s participation in community governance,participation in community public service supply,and helping multiple subjects to participate,it elaborates the characteristic highlights of Wouhou Community Foundation’s operation mode and finally concludes some insights on community foundation’s participation in community governance: to always adhere to the government-led + socialized operation mode,explore diversified community public service supply In addition,we should build a platform for the participation of diversified subjects,so as to effectively pry diversified social forces to participate in community affairs,solve community problems,optimize the living environment,meet the needs of residents,and promote the modernization of the governance capacity and system.
