Research On The Social Capital Factors And Its Integration Path In The Urban Community Governance Effect

Persisting in and perfecting the social governance system of joint construction,co-governance and sharing put forward by the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China has indicated the way for promoting grassroots social governance.As the epitome of grassroots society,the community is the most direct and important governance object.As an important aspect of social governance,community governance has played a positive role in solving contradictions among the people under the new situation,maintaining social stability,defending national security,and promoting economic development.From unit system,street residence system to community system,it is not only the result of the continuous promotion of political system reform,but also the inevitable intensification of governance theory.The transformation from social management to community governance is theoretically conducive to promoting the benign interaction between t he state and society;from a practical point of view,it is also highly compatible with the community governance model of exploring multiple co-governance.Based on governance theory and social capital theory,combined with China's transition from rule,management to governance and the change of power subjects from single to multiple,this paper builds four governance patterns of A,B,C,and D of hard governance(compulsory administrative intervention)and soft governance(social capital factors).The successful case of community governance is planned to analyze the effects of the four governance patterns and their internal transformation process,and point out that the D-type,that is,traditional governance methods and social capital factors are fully used in community governance,community governance achieves better results.The transformation from management to governance and relationship to social capital in the community will be carried out simultaneously in two lines to grasp the use of social capital in urban community governance in China.By selecting Q community as a case,combined with the basic situation of its construction and internal organizational structure,analyze the effectiveness,problems and causes of Q community using traditional governance methods and social capital factors in community governance.Give full play to the power of diverse subjects,cultivate community social capital,and provide some thoughts on truly achieving pluralistic co-governance.At present,the lack of Q community governance subjects,poor social capital development and other issues have hindered the development of community governance.The main manifestations are: the government and its spokespersons are offside the responsibilities of the street management;the neighborhood has a strong administrative color;Problems such as inactive participation of residents.In this paper,by studying the status quo of Q community governance,discovering problems and analyzing the reasons,on the basis of improving the community governance power mechanism,it puts forward suggestions to play the role of multiple subjects in community governance and enrich community social capital: rationalize the rights and responsibilities of subjects and encourage multiple participation;improve the public spirit of residents;build informal reciprocity norms in communities;improve legal policies and provide system guarantees.With the continuous development and improvement of the economy and society,and the continuous advancement of the modernization of the governance system and governance capabilities,urban community governance will surely gain new development opportunities.Encouraging the participation of multiple subjects and cultivating rich social capital in urban community governance is a necessary move to promote the strong participation of community residents and promote a pluralistic co-governance community governance model.
