Research On The Problems And Countermeasures Of Community Foundation Participating In Community Governance In China

On the 19th CPC national congress,it made a critical statement with regard to improving social governance system modernization.To drive governance centre to foundational community plays a significant role,i.e.the establishment of the community governance system.The subject of community governance in our country is pluralistic,but the social organization is an important part.This will help our whole community to adjust to the changes,and residents autonomy.Social community more rely on its unique nature,and gradually become an necessary part.The unique nature of the social organization is its non-for-profit.It can contribute to the areas that the government and some organizations cannot be involved.The social organization is the best substitution for the basic level of community governance.However,in the construction of social organizations to participate in community governance system in our country still faces many difficulties and problems in practice.The key objective of this article is the foundation of the social community,and focuses on the path of foundations participating in social community govemance.Based on the social organization of the community foundation for the research object,the study of community foundations to participate in community governance path.Community foundations are a platform for community participation,which can link all participants;community foundations are a platform for resource integration,which can integrate various resources around the demands of the community to maximize community benefits;community foundations are a platform for social innovation can meet the real needs of community development with a new organizational form,starting from the innovation of the supply mode of residents’ services,the innovation of the rules of the community environment update,and the innovation of the process of solving community problems.Activeness of innovative behavior.The full play of the role of community foundations has a positive effect on my country’s innovative ways of community participation and the promotion of diverse subjects to participate in community governance.This article focuses on the exploration of resource dependence theory,modern civil society theory and the theory of three allocations,and systematically and in-depth research on the issues and countermeasures of community foundations participating in community governance.It can be seen that my country’s community foundations participate in community governance activities with three characteristics,namely gathering community resources,contacting community governance stakeholders and proposing community governance solutions.The sponsors of community foundations in my country include government,enterprises,community residents,public welfare individuals,grassroots party organizations,and social forces.However,according to different initiator,they are divided into three categories:government sponsored,corporate sponsored,and community sponsored.These three types of community foundations present different development trends in participating in community governance,and each has its own benefits.However,no matter which type of community foundations plays an important role in community governance.Through the research and analysis of specific cases,it is believed that the main dilemmas faced by my country’s community foundations in participating in community governance are:insufficient activity of charity funds and the sustainability dilemma of community governance projects,the dilemma of community foundations operations,strategic funding and government assistance docking absence dilemma.Through comparative analysis,the main reasons for these dilemmas are:policy instability and excessive administrative intervention by the government,failure of the internal governance structure of community foundations and insufficient protection of personnel treatment,community charity atmosphere and lack of awareness of voluntary donations.Based on this,absorbing the experience of US and UK,which in the field of participating in community governance,and the expectation of localization.We further analyzed suggestions for community foundations participation in community governance in China,including increasing the size of community foundation funds,improving community foundations policies and optimizing community foundation in terms of governance and decision structure,and providing an important role of three linkages,this article proposes to promote community foundations to participate in community governance through various means.
