Research On The Path Of Endogenous Community Foundation’s Participation In Community Governance

Abstract/Summary:
In order to promote the innovation of grass-roots community governance system,community foundations have been introduced into China and gradually developed,and they play an important role in integrating community resources and promoting community collaborative governance.At present,most of the community foundations in China are established with the support of the government,and in the actual operation process,the reliance on administrative resources makes their intrinsic functions not fully developed.Although the number of endogenous community foundations promoted by social forces is relatively small,their endogenous characteristics enable them to better coordinate with various social entities and make up for the shortcomings of government-led community foundations.Therefore,the research on the paths of endogenous community foundations participating in community governance has strong practical value.Based on the above considerations,this thesis combines the key elements of social capital theory and collaborative governance theory to construct an analytical framework for the paths of endogenous community foundations participating in community governance.In order to better study the participation of endogenous community foundations in community governance,this thesis adopts the case analysis method and interview method,takeing Guangdong Harmony Foundation as an example,on the basis of analyzing the external environment and endogenous characteristics of the organization,combined with the theoretical analysis framework to explain the specific paths of Qianhe’s participation in community governance,and reviews its participation paths in the context of the organization’s endogenous characteristics and actual participation effects.The research finds that the endogenous characteristics of Qianhe are mainly manifested in the organizational philosophy,the financing method,internal governance structure and operation method,which have an important impact on the choice of Qianhe’s participation in community governance.Specifically,Qianhe’s participation in community governance is carried out in the following aspects:linking and integrating diversified social resources for the community;collaborating with enterprises to effectively participate in community governance;empowering community social organizations to improve the quality of public services;stimulating residents’ willingness to participate in community self-governance.Qianhe’s participation paths play an important role in mobilizing social power,enhancing community trust,and promoting the growth of social organizations and individuals,which reflect its endogenous characteristics and advantages to some extent.But at the same time,Qianhe’s participation paths also need to be optimized,including the policy and philanthropic environment that limit the effectiveness of social fundraising,inadequate mechanism to empower social organizations,lack of survey and feedback mechanism for residents’ regular needs,and lack of consultation and dialogue among community subjects.In addition,the endogenous nature of the organization also limits Qianhe’s choices of participation paths,such as hindering direct synergy with the grassroots government.Therefore,in order to give full play to the characteristics and advantages of endogenous community foundations,this thesis proposes that the government should unblock the socialized financing path from the perspectives of taxation and investment.At the same time,endogenous community foundations should optimize and expand the paths of participation in community governance by improving the empowerment mechanism of social organizations,establishing a regular survey mechanism of residents’ needs,building a community consultation platform,and seeking direct synergy with grassroots government.
