Research On The Current Situation And Optimization Path Of Community Foundations In Sichuan Province

With economic development and the transformation of government functions,the government administrative model has gradually transformed from a single to a pluralistic one.As the basic unit of social governance,the community is increasingly emphasizing the joint participation of multiple subjects in the process of transformation.In2017,community foundations ushered in a "golden period" of development under the support of policies.As a new subject of community governance,community foundations have many natural advantages,which can effectively break the traditional rescue-style charitable organization form and the single governance structure of public welfare organizations,promote residents to establish a public will for community governance,and become an important means to build a multi-disciplinary community and catalyst.However,with the continuous growth of the number of community foundations,many problems have been exposed one after another,including:the uncoordination operation mechanism of community foundations,the lack of management system,and the poor operation effect.Based on the theoretical perspectives of resource dependence and pluralistic cogovernance,this paper studies the current situation of community foundations in my country.In the process of comprehensive research on it using the chemical research method,it pays special attention to the research on the operation status and operation effect of the project.Through the analysis and research on the background of the establishment of Sichuan community foundation,the author divides it into: governmentled type and residents-led type.On the whole,the internal operation logic of the two types of community foundations is basically the same,but there are significant differences in the degree of development and quality.It can be said that the localization of the two types of foundations is not smooth,and in practice,it often appears to be "invisible".As the main type of government-led community foundation,there are more obvious problems in the operation process,which profoundly affect its sustainable development.As a new type of community governance tool,the exploration and development path of Sichuan Community Foundation has a certain geographical representation,at the same time,there is also a large space for exploration and improvement,and these spaces to be improved will directly determine the future sustainable development path of Sichuan Community Foundation.The study found that Sichuan community foundations have two major difficulties in the process of participating in the operation of community governance,the selfconstruction dilemma and the external participation dilemma.In these two dilemmas,there are not only the common problems of community foundations,but also the special problems of Sichuan community foundations due to their unique location and strong government leadership.The reasons mainly come from three levels: awareness level-low overall social trust;regulatory policy level-lack of government policy support;operation model level-the imperfect construction of community foundations.The corresponding optimization path is: improving internal construction,including cultivating the development path of "government guidance+de-administration",accurately establishing a professional talent team,and improving internal governance efficiency;improving external participation,including enhancing the linkage between multiple subjects and enhancing credibility,optimize fund raising and management methods.
