| The grass-roots civil servants are the main body of development of the grass-roots state organs in our country and maintain the grass-roots social governance,which plays a key role in the operation and overall management of the grass-roots society in our country.However,the development of China’s market economy and the construction of the corresponding civil service treatment system and other aspects of the problems lead to changes in the number of civil servants at the grass-roots level,the loss of civil servants has become an important problem in the grass-roots social governance.Although this is the embodiment of the mobility of state agency staff and normal social work,but with the loss of grass-roots civil servants gradually become obvious and have a certain trend,the loss of grass-roots civil servants to strengthen the attention and in-depth analysis of its causes has become the current relevant public management and governance of state institutions an important entry point.This paper uses the combination of theory and practice to study the loss of civil servants in Qinnan Town,and finds that,in the current situation,first of all,most civil servants in Qinnan Town have great dissatisfaction with the current salary level,development prospects and job content,in addition to some grass-roots civil servants on the working environment,promotion channels,organizational atmosphere and other aspects of the recognition is low.The main reasons for the loss of civil servants in Qinnan Town are: First,the salary and welfare benefits of civil servants in townships are lower.Second,township civil servants have heavy tasks and great pressure.Third,the training system of township civil servants is not perfect.Fourth,the promotion channel is narrow.Fifth,Qinnan Town civil servants lost channels diversified,the region of the civil service groups of the working hours are not set.Factors such as the overall transformation and division of labour of the community will promote the loss of the civil service.In order to make up for the loss of civil servants in Qinnan Town to the greatest extent,this paper suggests to solve the following problems,including,in particular,raising the salary and welfare level of township civil servants,speeding up the transformation of township functions,determining the diversified work functions of township civil servants,enhancing the opportunities for civil servants to train and learn,improving the opportunities for communication and communication among civil servants within the organization,implementing the concept of people-oriented development,creating a harmonious and friendly scope of work,and requiring the state to introduce targeted preferential policies to help.Through this way,we can provide better protection for civil servants in Qinnan Town,maintain the stability of the local civil service and further reduce the loss of civil servants. |
