A country’s competition,in the final analysis,is talent competition,the world’s fierce competition is the first effective resource is talent resources.The selection and employment system of Chinese government staff is developing and improving with the trend of times,passed the Law on Civil Servants,and the Ministry of Personnel promulgated and implemented the Interim Regulations on Public Recruitment of Personnel in Public Institutions.The compulsory examination system is implemented in public institutions for every person entering the public institutions,in order to recruit the talented and honest young people,and reserve talents for the construction and development of the government.It can effectively deal with the problems of government manpower shortage,lack of working vitality and limited development.However,due to various reasons,there are brain drain to varying degrees in township government,which seriously hinders the process of regional coordinated development.This study is based on the shortage of talents in township governments,extensive search and collation of the literature research on the brain drain of the government,using individual interview method and questionnaire method,combined with the two-factor theory,taking the civil servants and career personnel of the four county and township government departments as the research object,the purpose is to deeply understand the brain drain problem of the township government,analyze the root cause of the brain drain problem,put forward countermeasures and suggestions,there are The effect on the grassroots government manpower shortage,insufficient vitality,limited development and other problems.Through the analysis of interviews and questionnaires,it is found that the brain drain of towns and villages is mainly reflected in the hidden brain drain of talents through selection,recruitment and other ways to other units,and passive coping with the work,and the frequency of loss is too high.The main reasons for the loss include township government staff home in other places,treatment is not ideal,poor working environment,etc.,it is difficult to work in the township unit for a long time.At the same time,the study found that the brain drain will inevitably lead to the township government departments to increase the cost of talent recruitment,seriously reduce the township government’s work efficiency.Specific solutions include: strengthening the construction of township infrastructure,improving wages and welfare benefits,reasonable distribution of work,establishing talent management consciousness,perfecting promotion mechanism,optimizing assessment system,and strengthening the sense of professional identity.
