| Township cadres are the concrete implementers of the strategic principles and policies of the party and the state at the grass-roots level,and serve as a bridge of communication between state organs and units and the people,scientifically and effectively implement the party and the state’s strategic policies at the grass-roots level.Young cadres can bring new vitality to the grass-roots government,and these groups gradually become the backbone to ensure the normal operation of township organs.However,there are such practical problems as poor working environment,complicated work contents and great work pressure at the grass-roots level in villages and towns,which lead to the loss of young cadres in villages and towns to different degrees,it has a negative impact on the stability construction of the cadre ranks at the grass-roots level.How to attract and retain young cadres effectively through scientific and reasonable measures to ensure the stability and vitality of township cadres is a very important issue.In this paper,the young cadres in T district of Chongqing City are selected as the specific research object,and the development of the economy and society in T district and the current situation of the construction of the cadres at the grass-roots level are introduced in detail,by using the method of questionnaire and case interview,this paper makes a questionnaire survey and case interview on the cadres who have lost their jobs in the township government of T District,as well as the cadres who are still employed in the township government units,this paper analyzes the present situation of the construction of the cadres in T-district systematically and deeply,and studies the explicit and implicit brain drain of the cadres,this paper systematically analyzes the characteristics and forms of the loss of young cadres in the villages and towns of t district,and analyzes the impact of the loss of young cadres,through the collection of questionnaire data and case interviews,this paper analyzes the causes of the loss of young cadres in villages and towns deeply and systematically by using the two-factor theory,and puts forward some concrete measures for reducing the loss of cadres in villages and towns. |
