Implementing the rural revitalization strategy is an inevitable requirement for solving the principal contradiction facing Chinese society in the new era,realizing the "two centenary goals" and the Chinese dream of great national renewal,and is of great practical significance and far-reaching historical impact.Talent is the key to promoting rural revitalization.In order to implement the strategy of rural revitalization well,we must give full play to the role of talents and provide talents support for rural revitalization.In the important deployment for comprehensively promoting rural revitalization,the report of the 20 th National Congress of the Communist Party of China clearly calls for "solidly promoting the revitalization of rural industries,talents,culture,ecology and organizations." The talents of township and township institutions bear the responsibility for the implementation of various decisions and deployments,and bear the important mission of comprehensively promoting the rural revitalization strategy.However,in recent years,there has been a phenomenon of continuous loss of talents in T district township institutions in Jilin Province,which has caused a certain degree of adverse impact on the implementation of rural revitalization strategy.It is urgent to take scientific and effective measures to ensure the stability of the talent team of township institutions.This paper takes the brain drain of township public institutions in T district of Jilin Province as the research object,based on the theory of organizational equilibrium and work embedding theory,and adopts the research methods of literature analysis,interview,questionnaire and comparative analysis to conduct an in-depth analysis of the brain drain of township public institutions in T district of Jilin Province.After searching the data,sorting out and analyzing the questionnaire and interview results,it is found that: In recent years,the serious loss of young,key and highly educated talents in T district of Jilin Province has had a series of negative effects on township work,mainly causing the imbalance of talent team structure,increasing the cost of human resource management in township institutions,and affecting the continuity of work in township institutions.The reasons for these problems are mainly related to the imperfect talent flow system,the unadaptable talent incentive mechanism,the poor working and living environment of township and township institutions,and the weak sense of responsibility of talents in serving rural revitalization.On the basis of actively learning from the advanced experience of Yunnan Province,Jiangsu Province and Fuzhou City,this paper puts forward countermeasures and suggestions from five aspects: carrying out ideological education,improving mobility system,optimizing working environment,improving incentive guarantee mechanism and balancing urban and rural resources,aiming at improving the current situation of brain drain in township institutions in T District of Jilin Province and stabilizing the talent team of township institutions.We will help comprehensively promote rural revitalization. |
