Research On The Problems And Countermeasures In The Implementation Of Rural Collective Economic Policy In G Country Under The Rural Revitalization Strategy

As an important part of industrial revitalization in rural revitalization,the rural collective economy’s efficient and healthy development not only consolidates the achievements of poverty alleviation and increases the channels for farmers to benefit,but also helps to promote the steady development and progress of rural undertakings.With the all-round promotion of the strategy of "rural revitalization",the development of rural collective economy has ushered in a new development opportunity and received greater policy support.G Country actively implemented the rural collective economic policy under the background of rural revitalization strategy,and achieved a series of results,but many problems were exposed in the implementation.Taking the rural revitalization strategy as the background,taking the rural collective economic policy as the research object,because G Country is a national poverty-stricken county,the relevant rural collective economic policy focuses on tilt.The research scope is defined in G Country,and the main body of the research is to policy implementation.Based on the government intervention theory and Smith’s theoretical model of policy implementation process,this thesis introduces the basic concepts of rural revitalization strategy,rural collective economy,supporting policy and policy implementation by means of literature research,questionnaire survey and interview.From four dimensions:policy itself,executive subject,target group and policy environment,this thesis analyzes the problems and optimization countermeasures in the implementation of rural collective economic policy in G Banner.Investigate in the field.And daily work,it is found that G Banner has some problems in the implementation of rural collective economic policies,such as imperfect policy itself,low implementation efficiency of the executive body,low support from the masses,weak foundation of village collective economic development,etc.After analysis one by one,it is considered that the fairness,rationality and systematicness of the policy itself are lacking,the powers and responsibilities of the executive body are unclear,the quality is not high,the target group does not have a deep understanding of the policy and lacks certain trust,and the talent environment,administrative environment,natural environment and economic environment all have an impact on the policy implementation.Finally,according to the existing problems one by one,from the policy dimension,we should optimize the existing policy content and improve the supporting policy system;from the executive subject dimension,we should clarify the mutual rights and responsibilities of the executive subjects and improve the comprehensive quality of the executive subjects;from the target group dimension,we should improve the masses’ ideological understanding and sense of participation and gain;from the executive environment dimension,we should create a good business environment,help the introduction of talents in all directions and speed up the construction of rural collective economic organizations.Through research,To provide realistic and feasible ideas for the implementation of rural collective economic policies in G Country,to maximize the effectiveness of rural collective economic support policies,to boost rural industrial revitalization,talent revitalization,organizational revitalization,to achieve comprehensive rural revitalization,and to provide experiences that can be popularized and referenced for other regions.
