Research On The Transformation Of Township Government Functions Under The Background Of Rural Rejuvenation

The report of the 19 th National Congress of the Communist Party of China has made a major decision and deployment for the implementation of the strategy of Rural Revitalization,which provides general guidance and general direction for doing a good job in rural work in the new era,and it is also a guide for action in doing well in rural work in the new era.As the most basic form of state power organization,the township government is the direct implementer and promoter of Rural Revitalization Strategy.The implementation of the strategy of Rural Revitalization is inseparable from the effective play of the functions of the township government,which puts forward new requirements for the transformation of the functions of the township government.This article takes M Town,Jianyang District,Nanping City,Fujian Province as an example,through questionnaire surveys,in-depth interviews,etc.to sort out the performance of the government functions of M Town under the background of Rural Revitalization strategy,analyze the current situation,investigate the root causes,and propose to promote township Relevant countermeasure suggestions for the transformation of government functions.Under the background of Rural Revitalization,the government of town M has problems such as the idea of "people first" is not firmly established,deviation of function orientation,pay more attention to economic index than service development,misalignment between towns and villages and autonomy.Behind these problems is mainly due to the lag in the change of the town government’s work concept,the unequal responsibility of the town government,the insufficient evaluation mechanism for the town government,and the inadequate sound governance system of the town.Therefore,it is proposed that we should adhere to the working concept of farmers’ dominant position,promote the reconstruction of county and township responsibilities and rights,improve the performance evaluation and supervision mechanism,optimize the rural governance system,and finally complete the transformation of township government functions aiming at Rural Revitalization.
