Research On The Transformation Of Heilongjiang Provincial Basic Government Functions Under The Strategy Of Rural Revitalization

On December 3,2020,a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee pointed out that after eight years of unremitting struggle,under the current standards,all the rural population in our country will be lifted out of poverty,and all impoverished counties will be decapitated.This marks a major victory in the largest and most powerful fight against poverty in human history.2020 is the last year of building a well-off society in an all-round way,and also the last year of the first step in the "three-step" strategy of rural revitalization.At this stage,the people of our country and the world are facing enormous challenges brought about by the epidemic.In the severe economic situation,our country is still striving to achieve the goal of building a moderately prosperous society in all respects.Under the guidance of the rural revitalization strategy,our country’s rural society is already well-established.improve.In 2020,Heilongjiang Province will achieve the"16 consecutive harvests" of grain,and all poverty-stricken counties will be lifted out of poverty.The economic development has achieved remarkable results and the ecological environment has been greatly improved.The No.1 Central Document in early 2021 emphasized that the revitalization of rural areas must be comprehensively promoted,and the modernization of agriculture and rural areas must be accelerated.As a major agricultural province in China,Heilongjiang Province is an important"battlefield" for rural revitalization.Studying the function transformation of Heilongjiang Province’s grass-roots government under the strategy of rural revitalization is helpful to the implementation of the strategy of rural revitalization and the realization of the goal of building a well-off society in an all-round way.With the rural revitalization strategy as the background,the government function theory,social governance theory,public service theory and service-oriented government theory are used as the basis to analyze the transformation of the basic government functions of Heilongjiang Province under the rural revitalization strategy.Through the analysis of the status quo of the transformation of the grass-roots government in Heilongjiang Province under the strategy of rural revitalization,it is found that there are still strategies in the implementation of functions,deviations in function orientation,low efficiency in function performance,insufficient motivation for function transformation,and performance of functions in the transformation of basic government functions in Heilongjiang Province.Extensive methods and other issues.The main reasons for these problems are the poor supervision of the grassroots government the single function of the government,the limited capacity of the government,and the imperfect growth mechanism of the grassroots cadres.In order to solve these problems,based on the advanced experience in transforming the functions of township governments in foreign countries such as South Korea,the United Kingdom,and Germany,as well as in Chengdu,Shanghai,and Suzhou,combined with the actual situation of rural construction in Heilongjiang Province,we made targeted proposals.Countermeasures and suggestions for the transformation of the basic-level government functions,and then actively promote the transformation of the basic-level government functions of Heilongjiang Province in the context of the rural revitalization strategy.
