Study On The Transformation Of Government Functions In The Strategy Of Rural Revitalization

The rural revitalization strategy is a major new decision and plan put forward by Comrade Xi Jinping at the 19 th National Congress of the Communist Party of China to solve the problem of rural modernization.We will adhere to the strategy of rural revitalization,establish and improve systems,mechanisms and policies for integrated urban and rural development,and accelerate the modernization of agriculture and rural areas in accordance with the general requirements of "thriving industries,livable ecosystems,civilized practices,effective governance,and a prosperous life".Under the background of rural revitalization,the local government is the main component of the national government system,and its function transformation will promote the rural development towards the direction of rural modernization.In the theory of governance,good governance and responsible government agree that the role of government is mainly to serve the citizens.Under the guidance of governance theory and responsibility government theory,the ultimate goal of economic regulation,market regulation and social management is to provide services for the society and the public.Therefore,under the background of rural revitalization strategy,this paper aims to solve the problem of rural modernization.The transformation of government functions is mainly based on public service functions.In the context of the new era,China’s rural revitalization strategy can only be implemented under the guidance and promotion of the dominant position of the local government.However,most local governments in China have not changed their roles from "controlling" to "serving".Revitalization strategy in the country’s big background,Dehua county in Fujian province as an example,through the governance theory and the theory of responsible government,government function transformation,and points out that the goal is to build a service-oriented government,choose to build a service-oriented government and local government function transformation,the combination of analysis of the related problems in the process of functional change of local government,such as there is still the leading cadre of local government service idea light and unequal between urban and rural public service and the problems such as low administrative efficiency,rural public service’s functional transformation in the revitalization of does not reach the designated position,It is difficult to meet the development requirements of the rural revitalization strategy in the new era: flourishing industry,livable ecology,civilized local style,effective governance and rich life.The change of local government functions is the inevitable demand of rural revitalization,and service-oriented government is the goal of the transformation of government functions.Therefore,only by constructing service-oriented government can the transformation of government functions be completed and the development of rural areas be promoted.In rural revitalization of the construction of the government is still in fumble period,Dehua county in Fujian province as an example,the rural government functions in the strategy of rejuvenating in-depth analysis,finally,under the guidance of building a service-oriented government is proposed to enhance service government concept,promote the equalization of public service between urban and rural areas,strengthen the construction of civil servants,etc.The path of the solution,provide limited contribute to rural revitalization.
