Research On The Transformation Of Township Government Public Functions Under The Background Of Rural Revitalization Strategy

The rural revitalization strategy was proposed in 2017.For quite a long time,the academic world has understood and read the rural revitalization strategy from different angles.However,to well implement this strategy depend on the effective functions of the township governments.For quite a long time,these governments in various places have made some achievements by transforming their intentions based on the reality while the world of academic has conducted extensive research on this subject.As the major social contradiction has changed,the development environment of agriculture and rural areas has also changed.The government function is needed to be changed with the change of the new context and requirement of society.Under the rural revitalization strategy,the township government should know how to raise the administrative efficiency and transform its function.The research of these aspects is still insufficient.It takes the public service function of township government as the research object in this paper.After visiting to S town and analyzing the relevant materials and data,it summarized the literature reviews about the position of township government public service function in different periods.Then listed and analyzed the current existing problems in the performance of township government public service function.On this basis,it revealed the reality,necessity and transformation path of township government public service function under the the Rural Revitalization Strategy.From the performance of function in S town,the shortage could be found in the aspect of public service.The main performances include as follows: the imbalance between the supply and demand of public service;the vague scope of public service,the single supply mode of public services.The reasons for the lack of government public service capability are various.It can be analyzed in these aspects: the conceptual deviation;the vague division of government rights and duties;the change of administrative environment.Finally,it reveals the transformation strategy of the township government’s public service function from these aspects.Such like explore the way to match the administrative and financial power;establish a public decision making system with public participation,change the township government’s administrative sense of worth;assert the authority;improve mechanism and other aspects.
