A Study On The Function Transformation Of Township Government Under The Strategy Of Rural Revitalization

This paper is in a setting of the strategy of rural vitalization and takes N town in Hebei Province as research topic,takes the transformation of township government functions as the study topic,and insists on the combination of theoretical analysis and empirical study and based on comprehensively combing of current study situation at home and abroad.The core conception of township government,government function and Service-oriented government are explained accurately.Meanwhile,it has a deep analysis on the theory of the New Public Management,the theory of Service-oriented government and other theoretical bases.From the perspective of discipline of Public Management,it is of great practical significance and having more important academic value for effectively linking the achievements of targeted poverty alleviation policy and Rural Revitalization Strategy,deeply promoting the implementation of Rural Revitalization Strategy,promoting the high-quality development of "three rural" work,and promoting the realization of the goal of a well-off society in an all-round way.To be effective,township government has always been an important force to promote and implement various national policies.Therefore,the transformation of township government functions has a strong role in promoting the implementation of various policies.From the perspective of the township government’s function,the main functions of township governments include promoting economic development,increasing farmers’ income,strengthening public services,improving civil affairs,strengthening social management,maintaining social stability,promoting grassroots democracy and promoting rural harmony.The advantages and disadvantages of township government functions are not only directly related to the high-quality development of rural economy,but also closely related to the stability of rural society.And that can constantly enhance the sense of gain,happiness and security of the peasants,also enhance the trust and satisfaction to the township government.This paper summarizes the performance of the functions of N town government.By analyzing the difficulties and problems faced by N town government in carrying out its work,it concludes the unfavorable factors restricting the transformation of township government functions,namely,the existence of pressure type administrative system,the poor operation of new departments in institutional reform,the maladjustment of financial and political rights and expenditure responsibilities,the weakness of township team and the participation of villagers in community practice Insufficient guidance.In view of these reasons,this paper puts forward some feasible suggestions for the transformation of township government functions under the background of rural revitalization,including actively changing the government’s ruling concept,establishing a clear system of township government’s power and responsibility,improving the financial management system of township government,strengthening the organizational guarantee for the transformation of township government functions,and improving the participation of villagers in community practice.
