Research On Problems And Countermeasures Of Township Government Function Transformation Under The Background Of Rural Revitalization Strategy

The transformation of government function is not a phased topic.Since the government came intobeing,the content of its function is constantly changing to meet the needs of economic and social development in each period.As a grass-roots political power organization in China’s rural areas,the township government directly faces the rural farmers,is the concrete executor of implementing the party’s and national policies,is the main leader,organizer,and coordinator of the development and construction of rural politics,economy,culture,social management and other undertakings.With the development of the Rural Revitalization Strategy,its strategic deployment puts forward higher goals and requirements for township government functions,points out the direction for the transformation of township government functions,and provides strong policy support.Since the reform of rural tax and fee,the theoretical circle has made a lot of achievements in the study of the function transformation of township government,which has formed a relatively complete theoretical system.However,the theoretical results of the analysis and Research on the function transformation of township government in the context of the strategy of Rural Revitalization are few.Therefore,in the context of Rural Revitalization Strategy,in order to meet its development needs,what is the content of the transformation of township government functions? What are the problems in the transformation of township government functions? How to realize the transformation of township government functions and other issues needour in-depth discussion.Under the background of the strategy of rural revitalization,according to the general requirements of its development,this paper combs the contents of the transformation of the functions of township government,mainly including: strengthening the function of macroeconomic guidance,improving the function of environmental governance,strengthening the function of cultural construction,strengthening the function of social management,and strengthening the function of public service.Taking Meitianhu town as an example,this paper analyzes that under the background of Rural Revitalization Strategy,Meitianhu town’s government function transformation has achieved certain results in five aspects: the level of democratic development,the level of rural civilization,the social governance system,the level of people’s livelihood security,and the environment of economic development.However,in the context of the strategy of rural revitalization,the transformation of the functions of the township government has the problems of vacancy,dislocation,offside and unreasonable positioning.The main reasons are that there are four aspects in the understanding of the governing concept of the township government:deviation,imperfect incentive mechanism,unreasonable financial system,and inadequate evaluation and accountability mechanism.On this basis,this paper puts forward countermeasures to promote the transformation of township government functions in the context of Rural Revitalization Strategy from five aspects: governance concept,function orientation,incentive mechanism,financial system,assessment and accountability supervision mechanism.
