Research On The Legal Guarantee Of Digital Government Construction

As a new type of government operation model,digital government plays an active role in promoting the development and application of big data and realizing the modernization of government governance system and governance capabilities.Digital government is closely related to service-oriented government,but its concepts are not the same.In my country,during the “Twelfth Five-Year Plan” and “Thirteenth Five-Year Plan” period,it is emphasized to speed up the construction of government affairs informatization.In the “14th Five-Year Plan”,a separate article will be included to improve the level of digital government construction,expressly implementing this policy support.Various provinces and cities in my country have taken measures to strengthen the construction of local digital government,and Shanxi,Guangdong,Zhejiang,Guizhou and other places have achieved considerable results.However,looking at the practice and theoretical research status of digital government construction,it can be found that the legal protection for the construction of digital government is not perfect.Improving the rule of law guarantee for the construction of the digital government in City G is intended to explore legal safeguard measures from the perspective of law,relying on and supporting the rule of law means,and bringing the construction practice of the digital government in City G into the track of the rule of law.From the survey data,there are currently several problems in the construction of digital government in City G.They are the lack of top-level design and insufficient legal protection;government service standards are not uniform,and data barriers still exist;public data sharing and openness increase the pressure on the judicial line of defense;citizens Participation is not in place,and legal education needs to be strengthened.Based on the above practical problems,the following targeted improvement suggestions are put forward: one is to introduce local regulations to standardize the construction of digital government in City G;the second is to improve the decision-making and supervision mechanism,and to standardize administrative law enforcement;the third is to promote data open sharing and strengthen judicial justice Supervision;the fourth is to strengthen the popularization of relevant laws and regulations and encourage citizens to participate effectively.Through these measures,City G will speed up the construction of digital government to create a good development environment and provide effective legal support.The structure of this article is divided into five parts.The first part is to introduce the reason and significance of the topic,combing the status quo of theoretical research at home and abroad,and expounding the research methods adopted in this article.The second part is to explain the basic situation of the field survey carried out by selecting city G as the survey point in this article.The third part is to sort out and analyze the survey data.The first is to clarify the particularity of digital government construction through the explanation of the concept,characteristics,goals and meaning of digital government,and compare it with service-oriented government and e-government.Secondly,it is for research The learned practice measures for the construction of digital government in City G shall be sorted and analyzed accordingly,and the rule of law safeguard measures shall be listed separately.Finally,through comparative research,the legal safeguard experience of other provinces and cities in China and foreign countries shall be summarized for use as a reference.The fourth part summarizes and analyzes the practical problems currently faced on the basis of practical measures for the construction of digital government in City G.The fifth part puts forward pertinent suggestions for improvement in response to the summarized practical problems,combining the actual situation and referring to relevant laws and regulations.The purpose of this article is to study the legal guarantee for the construction of the digital government of City G,starting from the level of legal protection,discover the objective problems in the construction process and propose targeted solutions,with a view to accelerating the digital transformation of the G city government and improving government decision-making Scientificity and government service quality,fully tap the political value of big data,optimize government governance,and innovate governance models.
