The report of the 20 th Party Congress proposes to continue to accelerate the construction of a strong network and digital China,and the rapid development of information technology has given new standards and new requirements for the construction of digital government.In the context of comprehensively promoting the reform of "management and service",it is a major initiative to promote the reform and construction of digital government,and a necessary requirement to respond to the trend of government governance in the new era and accelerate the construction of digital China.As a county-level region that occupies an important position in the distribution of administrative regions and economic development composition,the scope of digital government construction in China is still at the grassroots level.Promoting the construction of digital government will accelerate the process of digital governance of county-level government and build an interconnected and collaborative county-level government service system,so as to better improve the effectiveness of governance,serve enterprises and do things for the public.In recent years,County M has made some progress in the digital reform process,with remarkable achievements in digital infrastructure construction,improving the capacity of government services and people-friendly services,effective utilization of data resources,and digital ecological brand appreciation.However,there are still some problems in the process of digital government construction in County M.Therefore,this study selects the digital government construction in M County as the research object,takes digital governance theory,new public service theory and overall government theory as the theoretical basis,and uses various methods such as literature research,questionnaires and interviews,and case studies to analyze that the current construction of digital government in M County has weak awareness of digital government construction,relatively backward digital government level,insufficient ability to integrate and apply data resources,and limited ability to apply digital government The problems such as limited ability to apply digital government services.Drawing on the cases of digital government construction in Deqing County,Zhejiang Province and Shunde District,Guangdong Province,four countermeasures are proposed for the construction of digital government in M County: establishing a coordinated operation mechanism for digital government construction,improving the effectiveness of digital government services,strengthening the effective use of data resources,and expanding the digital government construction network with diversified participation.By organizing and extending the optimal path of digital government construction in County M,the focus of the construction of grassroots digital government in China is on building three systems of governance,service and decision-making,and proposes to build a grassroots digital government governance system that is people-oriented,coordinated and pluralistic through improving the management system of digital government construction,creating an integrated government with overall coordination,and improving the network of pluralistic participation in governance.By building a comprehensive digital infrastructure,providing intelligent and convenient government services,and providing innovative and high quality public services,we build a grassroots digital government service system that is accessible,intelligent,convenient,and innovative;by promoting the construction of big data decision analysis system,improving the digital talent team,and improving the security protection mechanism,we build an intelligent,intensive,talented,and secure and controllable digital government decision-making system.Grass-roots digital government decision-making system.
