Research On The Problems Of Digital Government Construction In Dalian

The fourteenth five-year and medium-and long-term goals for my country’s economic and social development in 2035 are:to strengthen the digital society and digital government construction,and improve the level of digital intelligence such as public services.This is according to the "Opinions of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Medium-and Long-Term Goals for 2035."Since then,The Party Central Committee vigorously promotes national construction.By using the Internet and making significant arrangements,it is necessary to fully utilize the advancements made in the age of big data,strengthen the development of the "Internet+government affairs" platform,continue to deepen the reform of the national governance system,and realize the modernization of the capacity of the government for governance,modernization.The Liaoning Provincial Government released its "14th Five-Year Plan for the Development of Digital Government in Liaoning Province" in 2021 in an effort to more effectively promote the creation of a digital government in the province,clarify the roles and service channels of the government,strengthen and improve the governance capacity of government process reorganization and business cooperation,and use digital thinking to force reform.It is necessary to improve the digital basic support.system,accelerate the integration,sharing and utilization of data between localities,promote the "one-stop service" for government services,"one-network management" for social governance,and "one-network collaboration" for government operations,and systematically build "connected countries,The digital government operation system of vertical to the end,horizontal to the edge,and overall intelligent governance"realizes the digitization,networking,and intelligence of the whole field,business,and process of government governance,and realizes the modernization of the government governance system and governance capacity.From the perspective of digital government,this paper analyzes the digital government of Dalian City,Liaoning Province by using the theory of data sharing,new public service theory,collaborative management theory and other theories.Using literature analysis,theoretical analysis and comparison method,the urban planning of Dalian area is analyzed.Six chapters make up the entire text.The introduction,which is the first chapter,first outlines the body of research on digital governance both domestically and internationally before outlining the purpose of this study and the value of the research.Second,it examines and assesses the growth of digital government both domestically and internationally.Finally,the.innovation and limitation of the full text are expounded.The second chapter explains and specifies the fundamental terms in light of the notion of digital government,as well as its framework for development and associated services,this paper discusses it from three aspects:overall governance,collaborative governance and new public service,and makes a theoretical analysis on it.The current condition is described in Chapter 3,which begins by describing the current state of Dalian’s digital government construction,and then describes the current situation in the four dimensions of Dalian digital government support level construction,digital level construction,basic level construction,and the improvement of management level.The fourth chapter discusses the Dalian digital government support layer construction,digital layer construction,grassroots construction and other aspects;analyzes the construction of Dalian digital government from four aspects.At the construction support level,there are relevant data protection systems in Dalian’s digital government construction,and there was a risk of leakage of personal information;From the digital level of construction,it is found that the function of Dalian’s digital platform is not perfect,and the public participation mechanism is not perfect;From the basic level of construction,it is found that the more developed areas of infrastructure construction in Dalian are relatively backward,and the data center authority is scattered;From the operational level,it is found that the awareness of data sharing in government departments is weak,the coordination between government departments is not efficient,the level of information technology is not high,and the degree of publicity of government services is low.The fifth chapter is the policy recommendations for the above four aspects.From the support level,it is recommended that the Dalian Municipal Government further promote data sharing between government departments,it is necessary to improve the cooperative relationship between the government and enterprises,improve the laws and regulations on information security,and improve the network information security prevention system.From the digital level,it is recommended that the government improve the functions of digital platforms and public participation mechanisms,broaden government service channels,and optimize the functions of interactive sections of government platforms;From the basic level of construction,it is recommended that the government increase the investment in digital infrastructure,open a data open center,and increase data openness;From the operational level,The government should improve the development of professional and technical workers,foster the caliber of government employees,and create a name for local government services in Dalian.The main innovation point of this paper is to refine the current situation and problems of Dalian digital government from four dimensions,and put forward policy suggestions for the construction of Dalian digital government,so as to promote the all-round digitalization,networking and intelligence of Dalian digital government.At the same time,this paper also has a little deficiency,due to the late start of the domestic digital government construction,the research results for the construction of domestic local digital governments are few,and the collection of local government data and policy documents is difficult,so the questions and policy suggestions raised may not be comprehensive and meticulous enough for the overall construction of Dalian digital government.
