A Study On The Role Of The New Elite Of Village In The Rule Of Virtue In The Contemporary Countryside

For the first time,the 19 th National Congress of the Communist Party of China put forward that the rule of virtue should be brought into rural governance,so as to promote healthy trends by virtue.The new elite of village,born out of traditional elite of village,not only inherit the excellent tradition of rural rule by virtue,but also integrate the characteristics of the new era,and play a leading role and positive function in the process of rural rule by virtue through different paths such as politics,economy,culture,society and ecology.Due to the weak rural economic foundation and brain drain,the lack of management and security system of the new elite of village,the utilitarianism of traditional ideas and rural value orientation,and the low sense of identity of the new elite of village,they are faced with the tension of economic interest orientation and moralization constraints in rural social transformation,the uneven status of rural social moralization,the obstruction of rural social governance system and governance structure,the imperfect participation system and mechanism of rural social governance,the participation system and mechanism of the new elite of village are imperfect,and the image,quality and ability of the new elite of village are limited.Under the implementing the rural revitalization strategy after getting rid of poverty in an all-round way,in order to give full play to the positive role of the new elite of village in the process of rural rule by virtue,it is necessary to solve the problems existing in the process of rural rule by virtue,create a solid material foundation for rural rule by developing collective economy,improve the rural governance system to improve the governance participation mechanism of the new elite of village,and strengthen its own moral quality to achieve the goal of rural rule by virtue.
