Study On The Rural Governance System Of "Three Governance Integration" In Fuyang City

China is a big agricultural country and a big populous country.Agriculture,rural areas and farmers ’ "agriculture,rural areas and farmers" issues have always been the key issues to be considered in China’s various development strategies.Rural governance is not only the cornerstone of the overall functional structure of China’s economic and social governance,but also the key and pain point to reflect the effectiveness of China’s social governance.It is also the basic content of the construction of the overall public space governance function system in the contemporary Chinese modern society.The Party’s 20 th annual report proposed," Comprehensively promote rural revitalization.We will give top priority to the development of agriculture and rural areas,integrate urban and rural development,and smooth the flow of factors of production between urban and rural areas." In the new era,how to build a set of efficient and widely applicable urban and rural grass-roots social governance model,is the key to promoting the rural revitalization strategy.Since the 19 th National Congress of the Communist Party of China,many grass-roots towns and townships have carried out active practice of rural governance for the implementation of "integration of three governance",and gained certain results.However,in the process of exploration in different regions,problems such as low coordination degree of villagers,imperfect incentive system at the grass-roots level,wrong input and output,and fragmented governance methods appear successively.In order to explore and improve the construction of a new rural management system that follows the principle of collaborative management and diversified governance methods.This thesis from the Fuyang city west lake town,Wu Ming town,flower arrangement town of "three fusion" rural governance practice experience,through case analysis,literature summary,interview and questionnaire research method,in-depth analysis of Fuyang city west lake town,Wu Ming town,flower town,study the "three fusion" rural governance system of the present situation and the shortcomings,and investigate the cause of the problem,combined with the positive experience of rural governance at home and abroad,put forward suitable for Fuyang city grassroots township "three fusion" rural governance system development strategy.By summarizing the rural mass autonomy,rural moral construction and rural rule of law development of "three fusion" theory,play to the rule of law autonomy,people disputes,the dynamic role of virtue,enrich the content of the rural revitalization strategy "effective governance",further expand the scope of rural management to explore,further enrich the current rural basic management to explore ways,to promote the construction of sound rural basic management policy system and construction to improve the construction of the new mechanism of the current rural basic management conditions,put forward the important reference of beneficial exploration.
