The Flow Logic Of Rural Elite And Its Influence On Village Governance

With the implementation of the household responsibility system for joint production and the acceleration of urbanization,a large number of surplus rural elites have flown to urban area,leading to the internalization of rural governance.Because of the recent promulgation of the country’s policies to revitalize the countryside,the exodus of elites has begun to return.Village governance has the characteristics of long cycle and high difficulty.As a long-term development task,the support and participation of the government and social forces are indispensable.In recent years,affected by political,cultural,and economic factors,returning elites have played a pivotal role in village development.They generally have strong economic strength or have prestige in the village,which can well promote the development of rural society.On the other hand,the aging of village cadres and the shortage of reserve cadres show a state of obvious fracture,which has become the main dilemma of rural grassroots governance.So,how to transform the returning elites into returning elites is the key factor that lead the villagers to realize rural revitalization,which has a strong research value and theoretical significance.The increasingly frequent flow of elites has extended the network of power culture,which can build an external cultural network that is highly homogeneous with the cultural network in the village;the interconnection and interaction of internal and external cultural networks can ensure the reasonable mobility elite between urban and rural areas,at the same time,cultivate the elites and ultimately achieve rural revitalization.As a result,it is necessary to establish a two-way mechanism for the cultivation and mobility of rural elites,vigorously prosper rural culture,and prevent the alienation of power that may occur after returning elites to power.Taking the village party secretary of S Village as the research object,the logic of elite mobility and its impact on village governance are summarized and analyzed through his mobility experience.First of all,the rural elites in the process of exodus are oriented to economic interests,rely on blood and geography as the core of the clan culture,and focus on capacity improvement and network accumulation.Their outflow directly affects rural society’s politics,economy,and culture.The exodus elite can return to the interaction of internal and external networks benefiting from a culture of power and gain authority.The elite can obtain the political identity,economic identity,cultural identity and governance of villagers through the power culture network.
