| At present,our country is pushing forward the modernization of governance system and governance ability.In 2017,the report to the 19 th CPC National Congress put forward a 20-character strategy for rural revitalization: "Thriving industries,livable ecology,civilized village style,effective governance,and prosperous life." In2022,the report of the Party’s 20 th National Congress stated that "we will realize Chinese-style modernization","give priority to agricultural and rural development,consolidate and expand the achievements of poverty alleviation,and speed up the building of an agricultural country." Exploring a governance model suitable for China’s rural areas plays a vital role in enhancing the credibility of the grass-roots government and resolving the conflict between urban and rural areas.It is a key step to grasp the meaning of "the greatest of the country" and develop the undertakings of "agriculture,rural areas and farmers",and to promote the modernization of the national governance system and governance capacity.In recent years,A village and B village in Y County of Lanzhou City,Gansu Province adhere to the strategy of elite village governance,exploring a new path for rural elite governance and injecting fresh blood.Although certain governance effects have been achieved,many problems inevitably appear and governance difficulties are faced.This paper summarizes and analyzes the specific governance scenarios of the case villages,examines the existing problems in governance,combines scientific theories and explores the optimal path to solve the dilemma of elite villages,which has certain theoretical and practical significance for improving more efficient and orderly rural grass-roots governance.This paper takes Village A and Village B in Y County,Lanzhou City,Gansu Province,where the author is resident to help villages,as the research object,and adopts field investigation,in-depth interview,comparative analysis and other methods to study the mode of rural elite village governance.Firstly,this paper systematically reviews the research status of elite village governance at home and abroad,explains the core concepts of rural elite and rural governance,and expounds the theory of cooperative governance and elite theory.Then,taking Village A and Village B in Y County of Lanzhou City as examples,based on the grounded theory,coding the first-hand information obtained from interviews,systematically presenting the governance scenes of the case villages,analyzing the background and governance status of the meritocratic village model,and summarizing its current governance structure and action logic.This paper analyzes the existing problems such as lack of professional talents,elites tearing each other apart,lack of innate conditions,ineffective integration of resources,lack of scale advantage,conflict of interest objectives,and lack of institutional guarantee,and explores the root causes behind the existing problems mainly lie in the separate governance of village subjects,the dispersion and waste of various resources,different interest drivers,and imperfect institutional guarantee.Finally,according to the theoretical analysis framework set up by the cooperative governance theory,the elite theory and the villager autonomy theory,the optimization path of the meritocratic village governance model is proposed,and the improvement is suggested from four aspects: benign interaction of the main body,optimization of resource integration,common interests,and strengthening of institutional guarantee. |
