Research On Performance Evaluation Of The Government-Purchase Community Home Care Services

In recent years,with the aggravation of aging population in China,the problem of supporting the elderly has become the focus of social attention.Who to raise,how to raise,where to raise is the bottleneck of the current pension service.In order to solve the aging problem,a diversified pension model is needed,and a new pension model is derived,that is,the government purchases community home care services.In order to realize the diversification of the supply of old-age service,the government chooses to purchase old-age service from social organizations,and turns the provider of old-age service into the buyer of old-age service.In some areas,the practice of government purchasing community home-based care services has achieved initial results.However,as home-based care is a new thing in China,the research on this model is still in its infancy.In order to provide higher quality old-age care services,the government must evaluate the performance of the old-age care services purchased from outside.The fundamental purpose of the government’s purchase of community home-based care services is to provide the elderly with higher quality and more efficient care services.Therefore,it is necessary to establish a scientific performance evaluation system to ensure the quality of the services purchased by the government.Taking Lanzhou City as an example,this study uses AHP to construct the performance evaluation index system of Lanzhou Government’s purchase of community home-based care services from the aspects of material input,service efficiency,operation process and service effect,and design a questionnaire according to the relevant performance indicators.SPSS software is used to conduct statistical analysis on the data.This paper makes a scientific evaluation on the performance of Lanzhou municipal government in the actual operation of purchasing community home care services.The results show that the performance level of Lanzhou government in purchasing community home care services is above the average level.However,there are some problems in both the scheme layer,the indicator layer and the criterion layer.At the same time,the actual operation situation of the three indicators of material input,service efficiency and service effect is far from the ideal state.In addition,Lanzhou municipal government still has obvious problems in the development process of purchasing community home care services,such as insufficient material input,poor service effect and low efficiency.It is urgent to continuously increase material input,improve service efficiency and ensure service quality,so as to meet the diversified needs of the elderly.
