Study On The Issues And Remedies Related To The Government Purchases Home-based Elderly Care Services

In the face of the increasingly serious problem of population aging,the development of the elderly care has become an important part of China’s livelihood work.In order to cope with the impact of aging on economic and social development,the Tianjin Municipal Government has made efforts to find ways to improve and actively put them into practice.Among them,the purchase of home-based elderly care services by the government has become a very important part of many practical exploration work,which has played a crucial role in coping with the aging pressure and promoting the development of the elderly care in Tianjin.This paper starts with the current situation of the development of the purchase of home-based elderly care services by the government of H District in Tianjin,and based on the welfare pluralism theory,the new public service theory,and the hierarchy of demand theory,uses the literature research method,questionnaire survey method,interview method,and comparative research method to study the development path of the purchase of home-based elderly care services by the government of H District in Tianjin,and collects the true understanding and use of services by the elderly through field visits,Analyze the problems existing in the service at this stage,find out the causes of the problems,and through the reference and analysis of typical service models at home and abroad,under the guidance of relevant theories,and in combination with local reality,ensure that the source of pension funds is sufficient,carry out relevant pension services according to law,improve the service evaluation and supervision channels,build a professional pension service team,and carry out work based on demand Increase the community publicity coverage and give reasonable suggestions in six aspects,so as to effectively help the elderly in need to enjoy better elderly care services,and help the optimization and upgrading of elderly care services in Tianjin H District.Through a case study of the development of the purchase of home-based elderly care services by the government of Tianjin H District,this paper has deepened the understanding of the problems in the purchase of home-based elderly care services by the government at this stage,which is conducive to the further scientific planning of the city’s elderly care service system by the Tianjin Municipal Government,improving the government’s public management level,and further playing the role of coordination and guidance in the field of home-based elderly care services,Build a policy and regulation system that can really protect the development of the pension system industry,and promote the sustainable development of the pension industry in Tianjin.
