| Under the background of a constantly increasing aged tendency of population,problems of supporting the aged are becoming increasingly urgent and prominent.Faced with a severe demand of basic pension,the Government needs to take effective measures to strengthen service supplied for the aged,so as to enable more elderly groups to enjoy qualified and efficient service.While a key route for the Government to optimize the supply of service for the aged and to realize a balance between market supply and demand is to purchase home-based care for the aged from social forces.In recent years,the problem of an aged tendency of population in Hohhot City,the Inner Mongolia Autonomous Region has become increasingly prominent,which has already become a key factor restricting the development of local economy.Faced with such a situation,the Government of Hohhot gives great impetus to the construction of home and community-based systems for elderly care service,which has gained a certain effect.While restricted by various subjective and objective factors,there are inevitably many problems in the practice of the Hohhot Government while purchasing home-based care for the aged,whose supply of home-based care services is obviously insufficient.With the detailed practice of Hohhot Government’s purchase of home-based care for the aged as the object of study,following the research idea of “current situationproblems-reasons-countermeasures”,through the understanding and analysis of its basic condition and with a comprehensive application of research methods including literature research and case study,etc.,main problems faced by Hohhot Government while purchasing home-based care for the aged are deeply analyzed in this thesis,meanwhile an in-depth discussion is made on the deep reasons for the occurrence of those problems.At present,there are problems including imperfect supporting policies,insufficient funding,a low degree of specialization and intelligence as well as the deficiency of supervision and evaluation system,etc.existing in the Hohhot Government’s purchase of home-based care for the aged,which not only involve common problems generally faced by the National Government’s purchase of public service,but also contain individual problems occurring in Hohhot Government’s purchase of home-based care for the aged.The urgent affairs that Hohhot Government needs to currently strengthen include the intensification of policy guarantee,the perfection of supervision system,the expansion of fundraising channels and the increase of funding,etc.,striving to solve the problems existing in the Government’s purchase of home-based care for the aged from the root,thus practically promoting the service level of home-based care for the aged. |
