Study On The Problems And Countermeasures Of The Government’s Purchase Of Home-based Elderly Care Services

With the rapid development of social economy and the construction of service-oriented government,China’s population growth trend slows down,the natural population growth rate shows a downward trend,the number of the elderly population is growing,and the degree of population aging is deepening.China’s growing aging population is a resistance to social and economic development.At present,there are three modes in our country’s pension system: family pension,institutional pension and home-based pension.Because of the change of family structure,the function of family pension model is weakening,and institutional pension is only for a small number of elderly groups,which develops slowly.Home-based pension has gradually become the main pension model in China.The purchase of home-based elderly care service by the government has changed the supply mode of the single subject of the government.It is an active exploration to deal with the problem of population aging under the construction of service-oriented government in China.In response to the call of the state,Wuxi began to actively explore the purchase of home-based elderly care services by the government,and successively issued various measures and regulations.Taking Wuxi as an example,through interviews,comparativ qwe analysis and literature research,the government can improve the purchase of home-based elderly care services.First of all,starting from the background and motivation of Wuxi Municipal Government’s purchase of home-based elderly care services.Under the pressure of social reality of "aging" and "empty nest",the demand for home-based elderly care service is constantly expanding.The government seeks a cooperation mode with multiple subjects participating in the supply led by the government,and the purchase and application of home-based service is born.Secondly,this study analyzes the current policy effectiveness.Under the implementation of the government’s purchase of home-based elderly care service policy,the government has actively changed its role,the quality of life of the elderly living in difficulties has been improved,and the social home-based elderly care service facilities are increasingly improved.In addition,although Wuxi has achieved some results,it still can not fully meet the diversified and multi-level service needs of all the elderly in the current region.From the four aspects of development process,evaluation and supervision,purchase system and specific content,the main reasons are improper management of social organizations,imperfect evaluation mechanism,deviation from demand orientation,insufficient financial investment and so on.Finally,through the comparison with Shanghai and Nanjing,the paper analyzes the loopholes and defects in Wuxi’s purchase,and draws on the successful experience of the two places to optimize itself.For example,establishing long-term care insurance system,supporting social organizations with awards instead of subsidies,establishing service integrity system,enriching service purchase content,etc.in order to promote the better development of pension work in Wuxi.
