Research On Performance Evaluation Of Home-based Elderly Care Services Purchased By N City Government In Jiangsu Province

With the deepening of the aging of population in N City,Jiangsu Province,the pension service problems in N City,Jiangsu Province are becoming increasingly prominent and the pension pressure is also increasing,relying on the government directly to provide pension services can not meet the diversified needs of the elderly.In order to realize the purpose of providing diversified services and reducing the pressure on the government to provide old-age care,the government purchases home-based old-age care services from social organizations,which provide professional services.To construct a feasible and effective home-based pension system with family as the core,community pension service network as the periphery and pension system as the guarantee,which is in line with the needs of the elderly and conducive to maintaining and strengthening the self-reliance of the elderly.As a city with a relatively high degree of aging in China,N City in Jiangsu Province was identified by the Ministry of Civil Affairs and the Ministry of Finance as one of the first pilot areas for home and community pension reform in China,and was rated as excellent in the same year.However,the research on this new mode is still in its infancy,and the government and the public have not enough understanding of entrusted management.In order to successfully play the role of "smart buyer" and ensure the quality and efficiency of home-based care service purchased by the government,the government conducts performance evaluation on the home-based care service purchased by the government,establishes a performance evaluation model,analyzes the performance factors affecting the home-based care service purchased by THE N municipal government,and puts forward targeted policy suggestions.Guided by the theory of government performance evaluation and principal-agent theory,this paper analyzes the performance of N municipal government in purchasing home care services through Delphi letter consultation method,analytic hierarchy process,fuzzy comprehensive evaluation and other methods.Expounds the N city of jiangsu province buy home endowment service related concepts and theoretical basis,research on the development of the city government to buy home endowment service background and the status quo,think N the city of jiangsu province in solving the problem of pension made some achievements,in order to improve the efficiency of the government behavior,improve the input-output ratio,N city,jiangsu province performance evaluation model is constructed,To identify N city in jiangsu province by using Delphi enquiry for buying home endowment service performance influence factors,to adopt the analytic hierarchy process and fuzzy comprehensive evaluation method for performance analysis,the study found that the N city in jiangsu province buy endowment service performance affect the cost of the largest is the government that occupy the home,the second is the public satisfaction and social justice,low level service efficiency.Finally,according to the results of performance analysis,specific policy suggestions are put forward to improve the performance of N municipal government in Jiangsu province in purchasing home care services.
