In recent years,as China enters an aging society,the number of the elderly population is increasing,and the proportion of the elderly population is also increasing,which has a certain impact on China’s economy and society.Therefore,China should speed up the improvement of the elderly care service system,so as to alleviate the impact of aging.In the elderly care service system,home-based elderly care service is an important way of providing elderly care services.It relies on the community and has the characteristics of convenience and efficiency.At the same time,it also meets the emotional needs of the elderly.By purchasing home-based elderly care services,the government can promote the market-oriented development of home-based elderly care services,provide professional and high-quality elderly care services for more elderly people,and alleviate the problem of aging to a certain extent.In order to better meet the needs of home-based elderly care services for the elderly and improve the quality of home-based elderly care services,it is necessary to evaluate the performance of home-based elderly care services purchased by the government.However,at present,China lacks a comprehensive,objective and feasible performance evaluation system in the government’s purchase of home-based elderly care services.Therefore,studying the performance evaluation of government purchase of home-based elderly care services and putting it into practice has important theoretical and practical significance for improving the effect and efficiency of government purchase of home-based elderly care services and alleviating the impact of aging on our country.Combined with quantitative analysis and qualitative analysis,this paper designs the corresponding performance evaluation index system of home-based elderly care services purchased by the government,constructs the performance evaluation model,makes empirical analysis on this basis,and puts forward policy suggestions for the optimization of performance evaluation.Firstly,based on the demand analysis of Chinese government’s purchase of home-based elderly care services,this paper studies the influencing factors of home-based elderly care service demand and the contribution of each factor to home-based elderly care service demand through multiple linear regression model,so as to provide data support and reserve indicators for the selection of service quality module in the performance evaluation model of government purchase of home-based elderly care services.Secondly,based on the influencing factor indicators,performance factor indicators and investigation and analysis indicators of home-based elderly care service demand,this paper establishes performance evaluation models based on competitive purchase mode and non competitive purchase mode by using 4E performance index evaluation theory and AHP analytic hierarchy process.The design of performance evaluation indicators takes the quality and efficiency of home-based elderly care services purchased by the government as the main line,including three levels: target level,strategy level and index level.Through the quantitative calculation of the actual operation data of the index level,the performance results are finally obtained.Taking the operation data of home-based elderly care services in Beijing as an example,this paper determines the performance of three-level indicators by combining quantitative indicators and qualitative indicators,so as to complete the empirical analysis of performance evaluation.Finally,based on the advanced experience of developed countries and China’s basic national conditions,this paper aims to establish and improve the relevant laws and regulations on the performance evaluation of home-based elderly care services purchased by the government,do a good job in the full cycle performance evaluation,diversify the subjects of performance evaluation,improve the performance evaluation system,and strengthen relevant supervision and management,Strengthen the construction of performance evaluation professionals,and put forward policy suggestions to improve the performance evaluation of the government’s purchase of home-based elderly care services. |
