| With the rapid development of modern economy and the differentiation of interests,the rural social contradictions are constantly intensified,and the general trend of rural society is declining.It is urgent to strengthen and innovate rural social governance.Since the country put forward the construction of rural civilization in2005,rural development strategies such as the construction of new socialist countryside,the construction of beautiful countryside and targeted poverty alleviation strategy have changed the appearance of rural material backwardness.The improvement of hardware and other infrastructure has not led to the synchronous improvement of Rural Ideological and moral and cultural quality.Furthermore,as an important guarantee to achieve effective rural governance and rural revitalization,the construction of rural civilization has been put forward again,which has attracted the attention of academic and practical circles.However,a lot of rural civilization construction activities are strongly promoted by local governments from top to bottom,from decision-making,issuing documents to implementation,without combining with the actual situation of rural society,and without soliciting the opinions of the masses.In this process,some policies and law enforcement actions have been increased,even causing public resentment.As an important growth point of "informal organization" in rural society,clan organization has its inherent logic of existence,which can play an important role in the construction of rural civilization.However,there is not a reasonable logic and standard for the order arrangement and power and responsibility positioning of clan organizations participating in the construction of rural civilization at the present stage,which leads to many problems in the construction of rural civilization.Therefore,the research and analysis of the existing problems and shortcomings of the clan organization plays an important role in promoting the development of clan organization and carrying out the construction of rural civilization.In this context,this paper takes y village as a case study,selects a typical clan village as the research case,through field research on the important signs and symbols of the village clan organization ancestral hall and genealogy,and carries out in-depth interviews with the village clan head,clan people,villagers and village cadres,in order to sort out the historical changes of rural cultural construction and the reasons why clan organizations participate in rural cultural construction On this basis,the paper further investigates the progress of Y village’s rural civilization construction and the participation of clan organizations,analyzes the achievements and problems of Y village’s clan organizations in the construction of rural civilization,finds out the causes of the problems,and puts forward some countermeasures to improve the participation of clan organizations in the construction of rural civilization.It is found that the clan organizations in Y village mainly promote the level of rural moral governance by inheriting the culture of advocating morality and striving for goodness from three aspects: the construction of family style,the construction of folk style and the construction of rural style.By playing the role of clan rules and regulations to warn the villagers to abide by the law,the level of rural rule of law is improved.By activating the villagers’ enthusiasm to participate in the construction of rural style,the level of rural autonomy is improved The integration of rural "three governance" has been realized.Secondly,while clan organizations have made achievements in the construction of rural civilization,they are also faced with problems such as the limitation of traditional understanding,the limitation of operation efficiency,and the unclear positioning.Further analysis shows that the low ideological and moral quality of the whole village leads to the deviation of clan organizations’ cognition of rural civilization,the decline of rural social subject further weakens the action of rural subject,and the lack of long-term mechanism of rural construction leads to the unclear positioning of responsibility and authority.Finally,this paper puts forward countermeasures and suggestions from the three dimensions of clan idea transformation,clan main body cultivation and clan organization construction.The participation of clan organization in the construction of rural civilization is affected by the comprehensive effect of idea transformation,main body cultivation and organization construction.Among them,idea transformation is the core,main body cultivation is the key,and organization construction is the guarantee Ethnic groups as the main body of participation and in line with the characteristics of regional culture of the rural civilization construction road.Through the above research,we can understand the practice process of Y village’s rural wind civilization construction,find out the situation of clan organizations participating in the construction of rural wind civilization and the existing problems and reasons,and understand the role of clan organizations in rural wind civilization.We should make full use of the excellent clan culture to promote the construction of rural civilization,which is one of the feasible ways to achieve effective rural governance,in order to provide reference for other villages in China to carry out the construction of rural civilization. |
