| According to the guidelines of the 19 th National Congress of the CPC for rural construction,the revitalization of rural areas should start from the construction of industry,ecology and civilization,achieve effective governance,improve the quality of life of residents,and develop towards modern rural areas.From this,rural ethics and civilization point out the direction for rural development.2020 is the final year for China to win the poverty alleviation campaign.After achieving phased victories,the focus of agricultural,rural and farmer work will gradually shift towards rural revitalization.The report of the 20 th National Congress of the Communist Party of China clearly pointed out that "the most arduous and arduous task of building a socialist modern country in an all-round way is still in the countryside",and also pointed out the general requirements and goals of rural revitalization that "accelerate the construction of a powerful agricultural country,and solidly promote the revitalization of rural industries,talents,culture,ecology,and organizations".In terms of rural civilization construction,it is pointed out that it is necessary to coordinate the layout of rural infrastructure and public services,and build livable,suitable for work,and beautiful rural areas.Moving from a beautiful countryside to a harmonious countryside requires not only beauty,but also harmony.It was also mentioned that the rural living environment is related to the happiness index of the vast majority of farmers,and it is necessary to improve the rural living environment and create an ecological and livable countryside.The Strategic Plan for Rural Revitalization(2018-2022)points out that rural civilization is the guarantee of rural revitalization strategy,and the implementation of rural revitalization strategy must attach great importance to the construction of rural civilization.Only by organically combining rural revitalization with rural civilization can the connotation of rural revitalization be deepened,the strategic deployment of rural revitalization be comprehensively promoted,the upgrading and optimization of rural industries be guided,and the comprehensive development of rural areas and the construction of spiritual culture be promoted.This article adopts literature analysis,questionnaire survey,and interview methods for research,and selects Kezuo Middle Banner as a typical field survey.After investigation and analysis,it was found that the region has achieved results and existing problems in the construction of rural civilization.The main performance in terms of effectiveness is to create a livable and business-friendly environment,create a green and beautiful home,rely on the new era practice station,enrich the cultural life of villagers,highlight folk cultural tourism,broaden the channels for increasing people’s income,play an advanced exemplary role,and lead a good trend with typical examples.The main problems are as follows: many bad customs,outdated and outdated public cultural facilities,low enthusiasm of farmers to participate in the construction of rural culture,and the dilemma of losing excellent rural culture.The main reasons for these problems are the need to strengthen ideological and moral education for villagers,insufficient investment in public cultural facilities construction,insufficient understanding of the main body of rural culture construction,and serious hollowing out of rural population;Based on these reasons and combined with reality,paths have been proposed to strengthen the construction of rural spiritual civilization,improve the construction of rural public cultural infrastructure,clarify the role positioning of various participating entities in the construction of rural culture,and promote the prosperity and revitalization of excellent rural culture.Through the implementation of these paths,it is hoped that the rural civilization in the region can be better improved,and the rural revitalization strategy can be successfully implemented. |
