With the development of civil-military integration development strategy as a national strategy,accelerating the promotion of civil-military integration and collaborative innovation has become an overall,long-term and forward-looking strategic task.General Secretary Xi Jinping pointed out in the report of the 19th National Congress of the Communist Party of China: “Insist on the unity of country’s richness and military forces’ strength,strengthen unified leadership,top-level design,reform and innovation,and implementation of major projects,deepen the reform of national defense science and technology industry,form a profound development pattern of military-civilian integration,and build Integrated national strategic system and capabilities.” Collaborative innovation is a key link between military and civilian integration.The measurement of the collaborative innovation efficiency of civil-military integration enterprises and the analysis of influencing factors are important basis for formulating relevant policies,and have important theoretical value and practical guiding significance.This paper takes the civil-military integration enterprises as the research object from the perspective of efficiency,and conducts empirical research on the collaborative innovation efficiency and influencing factors of civil-military integration enterprises and proposes corresponding countermeasures and suggestions based on the research conclusions.Firstly,this paper uses the literature analysis method to sort out the related concepts,development overview and development mechanism of civil-military integration and collaborative innovation.Then,from the perspective of input-output,combined with the idea of two-stage chain network DEA,it constructs the two-stage Sto NED model of collaborative innovation efficiency measurement of civil-military enterprises.According to the model,the thesis selects relevant data of civil-military integration enterprises for empirical research,and measures the overall efficiency of collaborative innovation of civil-military enterprises and the efficiency of technology research and development and technology transformation,and adopts the σ convergence model and the β convergence model to analyze the convergence of innovation efficiency.Finally,the Tobit model is used to establish multiple linear regression equations of civil-military integration enterprises in the overall efficiency,technology research and development efficiency and technology transformation efficiency,and to explore the influencing factors of civil-military enterprise collaborative innovation.It also provides a theoretical basis for further proposing policy recommendations to improve the efficiency of collaborative innovation.The research of the thesis found that: Firstly,from the overall perspective,the overall efficiency trend of collaborative innovation of various civil-military integration enterprises is generally U-shaped,which gradually declined in 2011~2014,and gradually increased from 2014 to 2018.After 2017,the efficiency of collaborative innovation has increased significantly.In the technology research and development stage,the collaborative innovation efficiency is generally declining.In the stage of technology transformation,the collaborative innovation efficiency of various military-civilian integration enterprises also showed a U-shaped change.In 2011-2015,the efficiency value gradually decreased,and the efficiency value gradually increased from 2015 to2018.Second,there is no σ convergence in the overall innovation efficiency of civil-military integration enterprises.Only the ship industrial civil-military integration enterprises have a slight convergence trend.In the technology research and development stage,there is a divergent trend in the ship industry civil-military integration enterprises.In the stage of technology transformation,the aerospace industry and electronic technology civil-military integration enterprises showed a small divergence trend,but the divergence rate was slower.The gap in the technology transformation efficiency of the weapon industry enterprises first expanded and then narrowed,and the ship industry enterprises had obvious σ convergence.For the overall collaborative innovation and technology research and development stage,the innovation efficiency has a βconvergence,but the convergence speed λ is very slow,and the technology research and development efficiency and the overall efficiency of collaborative innovation are 0.14% and0.19%.Third,the overall efficiency of the collaborative innovation of civil-military integration enterprises is positively related to the scale of the enterprise.However,in the technology research and development stage,the efficiency of collaborative innovation technology research and development is negatively correlated with the scale of the enterprise.The impact of product differentiation on collaborative innovation and technology research and development is not significant,and the technology transformation efficiency is negatively related to it.The overall efficiency of collaborative innovation and the efficiency of the technology transformation stage is negatively related to government supports.
