Research On The Allocation Efficiency Of Shanghai Pension Service Resource Based On DEA-Tobit Model

Shanghai is one of the most aging cities in China.With the development of Shanghai’s economy and society,the urban elderly have shown the characteristics of aging,aging and empty nest.The growing elderly population has shown a large demand for economic support,medical care,basic living care,spiritual comfort and so on.In order to better promote the development of Shanghai pension service,it is necessary to study the allocation efficiency of pension service resources in Shanghai and it is also the core task of the sustainable and healthy development of the pension service industry.Therefore,it is of theoretical and practical significance to study the allocation efficiency of pension service resources in Shanghai.This paper defines the concept of pension service resources from the perspective of large resources,based on welfare pluralism theory and welfare economics theory,combined with the current situation of Shanghai pension service resource allocation.This paper probes into the efficiency of Shanghai pension service resource allocation and the factors affecting Shanghai pension service resource allocation.It mainly includes the following contents: first,the paper defines the related concepts of pension service resources and resource allocation efficiency;second,it analyzes the current situation and shortcomings of Shanghai pension service resources allocation.Based on the analysis of the present situation of Shanghai pension service resource allocation,the efficiency evaluation index is determined by consulting relevant literature and using factor analysis method,and the DEA-Tobit method is used to evaluate the efficiency of Shanghai pension service resource allocation;Fourthly,on the basis of the research of allocation efficiency,the Tobit regression model is established to analyze the factors that affect the allocation efficiency,and the influencing factors are the number of old-age care in regional GDP、institutions,the number of community day service centers for the elderly,the number of geriatric medical service institutions,and the density of the elderly population.Finally,according to the analysis results from the elderly group,pension industry,market environment three dimensions of countermeasures and suggestions.The results show that the average value of comprehensive technical efficiency is0.864 from 2010 to 2019,and the existing allocation of pension service resources plays an important role in 86.4% of the role,only achieved in 2014 DEA relatively effective,overall allocation efficiency is not high;through the analysis of different types of inefficiency of the allocation efficiency of pension services in Shanghai,scale efficiency is the main factor affecting the allocation efficiency of pension services in Shanghai;the number of institutional pension,community day service centers for the elderly,the number of geriatric medical service institutions,the density of the elderly population and other indicators are positively related to the allocation efficiency of pension services,and show diversity and complexity;Finally,according to the analysis results,the following countermeasures and suggestions are put forward from three dimensions: paying attention to the social participation intention of the young elderly,rationally planning the development scale of the pension industry,and promoting the consumption of the elderly market to improve the efficiency of the allocation of pension service resources in Shanghai.
