Study On Incentive Mechanism Of Civil-Military Integration Collaborative Innovation

Collaborative innovation of civil-military integration is an effective way to rationally allocate military and civilian innovation resources,and it is also an inherent requirement for implementing the innovation-driven development strategy and deepening the development strategy of civil-military integration.Civil-military integration collaborative innovation is a complex systematic engineering involving multiple innovation subjects in the military and the local area.Division and isolation among the innovation subjects,benefit distribution,long-term incentive and compensation mechanism involved in the innovation system are the main problems that restrict the efficiency and stability of civil-military integration collaborative innovation.Solving the problem of compensation and incentive in civil-military integration collaborative innovation not only contributes to the in-depth implementation of civil-military integration development strategy,but also promotes the mutual transformation of productivity and combat effectiveness.Under the background of in-depth implementation of civil-military integration development strategy,this paper aims to encourage the participation in civil-military integration collaborative innovation,comprehensively apply the theories of national defense economics,public economics and management economics.This paper first analyzes the research status and practice status of the compensation and incentive mechanism of civil-military integration,clarifies and defines the main research problems,which lays a foundation for the theoretical value and practical significance of the paper.Then,by referring to externality theory,public product theory,game theory and mechanism design theory,this paper analyzes and establishes the theoretical basis and methods of the compensation incentive mechanism of civil-military integration collaborative innovation.Considering the problems existing in the civil-military integration innovation practice,the interest appeals and different characteristics of the technology transfer of three different modes of civil-military integration-the "conversion","civilian enterprises entering into military S&T and production " and "dual-use technology",principles,subjects,objects and types of intensive compensation,this paper intends to build three types of collaborative innovation compensation mechanism respectively.By using mathematical models and conducing application analysis with case study,this paper extrapolates that compensation incentive mechanism has promoted civil-military integration innovation.Based on the theoretical analysis and practical experience,this paper focus on how to construct platform for the civil-military integration compensation incentive mechanism,provide institutional guarantee for civil-military integration innovation compensation incentive mechanism,bring full play to it’s role as social intermediary agencies,establish value and benefit evaluation system,and put forward policy suggestions to consummate the compensation incentive mechanism of civil-military integration collaborative innovation.
