| With the changing world pattern and the constant adjustment of relations among major powers,the competition of comprehensive national strength among countries has become the focus of attention of all countries in the world.Since the Third Industrial Revolution,the level of science and technology has been rising rapidly,and the boundary between military technology and civil technology has become increasingly blurred.All countries in the world have adopted the integration of military and civil development to speed up economic construction and military modernization,so as to achieve the promotion of comprehensive national strength.As a typical civil-military industry,electronic information manufacturing industry plays an important role in the process of manufacturing industry from mechanization,electrification,digitalization to networking,data and intelligence.At present,although the scale of China’s electronic information manufacturing industry is in the forefront of the world,there are some problems such as weak technological innovation ability and low added value of products.In the field of electronic information manufacturing,the integration of military and civilian development can apply advanced military technology to civilian areas,improve the technical level of civilian population enterprises,and integrate the military and civilian in an all-round way.It can maximize the use of social and military resources and enhance the technological innovation ability of the industry.However,at present,China’s civil-military integration is still in its infancy,and there are some problems such as unreasonable allocation of resources and inefficient innovation.To improve the efficiency of technological innovation and optimize the allocation of resources in civil-military integration has become the main problem faced by China’s electronic information manufacturing industry and other civil-military integration industries in technological innovationThis paper first analyzes the status quo of military and civilian integration technology innovation in electronic information manufacturing from the perspectives of environment,input and output,and summarizes the problems existing in the current stage of China’s electronic information manufacturing military-civilian integration technology innovation.Secondly,through the literature review Combining with the innovation characteristics of military-civilian integration technology in electronic information manufacturing,the author establishes an evaluation index system for military-civilian integration technology innovation in electronic information manufacturing,and measures the static and dynamic efficiency values of different stages of technological innovation activities through the two-order DEA-Malmquist model Based on this,the differences in efficiency values and the law of change between different provinces and regions are analyzed.It is concluded that the overall stage of the integration of military and civilian integration in the electronic information manufacturing industry in China,the efficiency of the sub-stage is ineffective,and the efficiency of technological innovation needs to be improved.The configuration needs to be improved,etc.;again,the Tobit model is used to analyze the overall innovation of the military-civilian integration technology and the factors affecting the efficiency of the sub-phase in the electronic information manufacturing industry.It is concluded that the government’s financial support and the overall stage of technological innovation and the efficiency of the results transformation stage are between negative Guan,the government’s financial support for enterprise technology innovation has not been effectively utilized,and the construction of military-civilian integration industrial parks will significantly increase the efficiency value of the technology research and development stage,and the increase of the proportion of the private economy in the industry will enhance the overall and sub-stages.There is a positive correlation between the efficiency value,the quality of the labor force and the overall stage and the efficiency value of the technology research and development stage,and the mature technology market will increase the efficiency value of the transformation stage of the results.Finally,combined with the analysis results,the high-quality development of the industrial park will be promoted.Strengthen the technical exchanges between various departments,enhance the participation of the private economy in the military and civilian integration technology innovation activities,and put forward suggestions for improving the efficiency value of technological innovation. |
